The City of Santa Clarita\u2019s flood maps prior to this were over thirty years old. As part of this effort, FEMA also required the reassessment of all structures shown on the previous maps as levees. The railroad embankment that runs along Railroad Avenue was previously credited as a levee. With new FEMA policies, the railroad embankment no longer meets current levee certification requirements and was decertified by FEMA. The resulting floodplain that FEMA mapped was at a greater risk than the City believe existed therefore, the City had additional studies done to better determine the actual risk. As a result, FEMA has issued a Letter of Map Revision (LOMR) reflecting the changes to the Flood Insurance Rate Map for the Newhall area.<\/p>\n<p>Changes to the Flood Insurance Rate Map affecting your property include:<\/p>\n<p>Map change to a high-risk flood zone (A zone)<br \/>\nMap change to a moderate-risk flood zone (Shaded X zone)<br \/>\nMap change to a low-risk flood zone (Unshaded X zone)<\/p>\n<p>Although not applicable to every parcel, the general revisions are:<\/p>\n<p>Most properties south of Lyons Avenue between Newhall Avenue and Railroad Avenue are now mapped in a moderate or low-risk zone. These designations remove the mandatory requirement to carry flood insurance.<br \/>\nApproximately half of the properties east of Railroad Avenue between Park Street and 6th Street are now mapped in a low-risk zone removing the mandatory requirement to carry flood insurance.<br \/>\nMost properties north of Lyons Avenue, that are affected by the new floodplain, are now mapped into a high-risk zone.<\/p>\n<p>If you have a mortgage from a federally regulated or insured lender and the building(s) on your parcel(s) are within the A zone, then by federal law, your lender must require you to carry flood insurance. Flood insurance is available through the FEMA\u2019s National Flood Insurance Program (NFIP). Contact your insurance agent to learn about the lower-cost Preferred Risk Policy Eligibility Extension and \u201cgrandfathering\u201d options offered by the NFIP for properties being mapped into higher-risk areas for the first time.<\/p>\n<p><strong>Important Links<\/strong><\/p>\n<p>A separate Letter of Map Revision (LOMR) was issued to our community effective June 15, 2012 which fixed an incorrect zone designation released on the 2008 flood map for Newhall. This correction was necessary to ensure proper grandfathering rights for the new flood map that became effective on August 9, 2013. Both of these documents should be presented to your flood insurance agent to make certain that you receive the correct grandfathering rates when purchasing flood insurance for the first time. <\/p>\n<p class=\"p1\"><a href=\"https:\/\/santaclarita.gov\/home\/showpublisheddocument\/6431\/635835750691630000\">LOMR 12-09-0632P_FEMA PM 49<\/a><\/p>\n<p>Click on the Letter of Map Revision for Newhall below, to view the flood zone for your specific property (see pages 11 and 12). This LOMR is effective as of August 9, 2013.<\/p>\n<p><a href=\"https:\/\/santaclarita.gov\/home\/showpublisheddocument\/7207\/635835750691630000\">Newhall LOMR 12-09-2819P<\/a><\/p>\n<p>For properties that are in the downtown Newhall area, where the Special Flood Hazard Area (A zone) is contained in the streets and the city blocks are in the Shaded-X zone, some property owners have been experiencing issues of still being determined to be in the A zone. This problem is related to FEMA\u2019s current mapping guidelines with regard to mapping resolution. To resolve these errors, the City worked with FEMA to do further analysis on the flooding levels in downtown Newhall. As a result, it was determined that the flood risk could be downgraded and the A zones were removed from the streets. An updated LOMR was issued to our community, and became effective on February 7, 2014. Click on the LOMR below to view the flood zone for your specific property (see page 6).<\/p>\n<p><a href=\"https:\/\/santaclarita.gov\/home\/showpublisheddocument\/8138\/635835750691630000\" target=\"_blank\" rel=\"noopener\">Newhall LOMR 13-09-2046P<\/a><\/p>\n<p>Parcels mapped into a Special Flood Hazard Area (A zone) for the first time after October 1, 2008 are eligible for a Preferred Risk Policy Eligibility Extension (PRP EE) policy. If your insurance agent is not familiar with FEMA\u2019s current policies on newly mapped A zone properties, supply the first two below documents to them prior to policy rating. The purpose of the maps is to more accurately identify Special Flood Hazard Areas (SFHAs) in these communities. <\/p>\n<p>FEMA prepared 36 Preliminary FIRMs in 2015 and revised 11 of them in 2019. FEMA has finalized these maps and has sent Letters of Final Determination to the officials of the County of Los Angeles and the City of Santa Clarita.  <\/p>\n<p>The new FIRMS will become effective for insurance purposes 6 months from the date of FEMA\u2019s Letters of Final Determination. class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>The City of Santa Clarita’s current effective Flood Insurance Rate Maps (FIRMs) were issued to the City of Santa Clarita in 2008. As part of the Federal Emergency Management Agency’s (FEMA’s) National Map Modernization Program, all existing flood maps were digitized and produced in computer format to be easily corrected or updated for future revisions. It is important to note that the flood zones represented on the FIRMs released in September of 2008 are not based on new flood studies. It is a digitized version of the previous 35-year old data.<\/p>\n<p>The City of Santa Clarita has been working closely with FEMA on a multiyear project to re-examine the City\u2019s flood risk and develop more detailed digital flood hazard maps. This will aid to better communicate the flood risk across properties and designate flood zones to establish rates for flood insurance. The studies are complete and preliminary maps have been issued to our community. The Santa Clara River and eight of the major tributaries (Mint Canyon, Iron Canyon, Sand Canyon, Bouquet Canyon, San Francisquito Canyon, Placerita Canyon, South Fork of the Santa Clara River, and Newhall Creek) were a part of the study. This current effort is nearing completion and the new maps are set for final adoption at the end of 2017.<\/p>\n<p>The results of the new data show some areas that were previously designated in Special Flood Hazard Areas (A zones) will be removed and designated as lower risk zones and other areas will be newly mapped into A zones that were previously designated as low risk.<\/p>\n<p><strong>How will these changes affect you? <\/strong><\/p>\n<p>If you have a mortgage from a federally regulated or insured lender and the buildings on your parcel are within an A zone, then by Federal law, your lender must require you to carry flood insurance. This requirement will take place when the flood maps become effective.<\/p>\n<p>Flood insurance is available through FEMA\u2019s National Flood Insurance Program (NFIP) and may be obtained through one of several insurance companies that underwrite policies for the NFIP. Contact your insurance agent to learn about lower cost options offered by the NFIP for properties mapped into higher-risk areas for the first time. The intention of the NFIP is to lessen the financial devastation caused by flooding in communities across the United States. It is a voluntary program based on a mutual agreement between the Federal Emergency Management Agency (FEMA) and the local community. Participation in the program makes federally backed flood insurance available to City residents and allows them to obtain direct federal relief following declared flood disasters. The City entered the NFIP in 1989. CRS is a voluntary incentive program administered by FEMA that encourages NFIP communities to perform floodplain management activities that exceed the minimum NFIP requirements. As a reward, flood insurance premium rates within the community are discounted to reflect the level of reduced flood risk resulting from the community’s activities. The CRS activities have the following benefits:<\/p><ul><li>Reduces flood losses<\/li><li>Educates about flood risks, flood safety, and benefits of natural floodplains<\/li><li>Improves coordination between agency resources<\/li><li>Improves preparedness and emergency response<\/li><li>Facilitates accurate insurance rating<\/li><li>Promotes the awareness of flood insurance<\/li><li><a href=\"https:\/\/santaclarita.gov\/home\/showpublisheddocument\/7617\/635835750691630000\" target=\"_blank\" rel=\"noopener\">Annual informational letter mail out to all owners of properties within the flood plain<\/a><\/li><\/ul><p>The City of Santa Clarita entered the CRS program in 2001 as a Class 9 and as of October 1, 2009, earned enough CRS points to be awarded a Class 8 Rating. The City has continued to pursue opportunities to obtain additional CRS points and on February 8, 2019 earned enough CRS points to be awarded a Class 7 Rating. A Class 7 Rating means that residents purchasing or renewing their flood insurance policies for properties in Special Flood Hazard Areas within the City will receive a 15% discount on their flood insurance premium. The City will continue to identify other feasible CRS activities to earn a lower Class Rating to further reduce the flood insurance premium rates for our property owners.<br \/><br \/>No action is needed by the residents to receive the discount. It will be automatically applied upon purchase or renewal of the flood insurance policy. This insurance covers damage from events such as flash flooding, inland flooding, storm surges, and seasonal storms. If not properly designed, a structure may be susceptible to flood damage or may cause flood damage to adjacent properties. Improvements or repairs to existing structures in the floodplain, such as remodels, additions, or garage conversions, would require review by the City to determine if such improvements would constitute a \u201cSubstantial Improvement\u201d as defined by federal regulations.<\/p>\n<p style=\"margin: 0in 0in 0pt;\" class=\"MsoNormal\"> <\/p>\n<p style=\"margin: 0in 0in 0pt;\" class=\"MsoNormal\"> <\/p>\n<p>If any improvements to structures in the floodplain are not constructed to federal standards, this may affect the ability of the owner to obtain flood insurance or a loan on the structure. Flood relief assistance funds may also be withheld if the structure is not in compliance with federal requirements.<\/p>\n<p>In cooperation with the Federal Emergency Management Agency (FEMA), the City has adopted a Floodplain Management Ordinance, Chapter 10.06 of the Santa Clarita Municipal Code, which governs development in the City\u2019s floodplains.
