Notice of Road Resurfacing

For residents directly impacted by the City of Santa Clarita’s Annual Road Rehabilitation program, this notice provides details about the upcoming Overlay treatment which will be completed on your street. The City is proud to deliver road improvements that enhance the appearance of our streets and benefit local residents.

Overlay Construction
Overlay is a new layer of asphalt that is applied to existing roadways, which may include removal or replacement of portions of the existing asphalt. The new asphalt is then placed in single or multiple layers depending on the thickness of the overlay. This process restores the street and keeps it smooth. There are four phases to overlay construction:

• Preparatory Work – Consists of dig-outs (grinding out and replacing structurally deficient asphalt), key cuts (grinding out of existing asphalt along the gutter to ensure new asphalt and gutter are the same elevation). During this phase, residents will have full access to roads and driveways; however, there will be limitations to on-street parking. “No Parking” signs will be posted in designated areas 48-72 hours in advance of work.
• Leveling course – Preliminary layer of asphalt to create a level sub-surface. During this phase, residents will have full access to roads and driveways; however, there will be limitations to on-street parking. “No Parking” signs will be posted in designated areas 48-72 hours in advance of work.
• Final Surface Course – Final layer of asphalt consisting of thick, rubberized asphalt which will create a smooth driving surface. This layer must be compacted and takes time to cool before it can be driven on. In most cases, the street will be open to traffic; however, residents may experience an interruption to driveway access while the new asphalt is placed in front of the residence. If residents intend to use their vehicle during this phase, please park in a location outside of the “no-parking” area, as there may be a temporary interruption to driveway access. Construction crews and City inspectors will be available to direct you if you have concerns about access. There will be limitations to on-street parking. “No Parking” signs will be posted in designated areas 48-72 hours in advance of work.
•  Closeout work – Consists of street sweeping, power-washing, road markings/striping (if necessary), removal of construction material and equipment. During this phase, residents will have street and driveway access.

Each phase of the project will be done throughout the neighborhood. Expect time lapses between each phase on the impacted street. Door hangers identifying the date and phase of the project will be placed on the door of those impacted prior to each phase.

Project Schedule
The overall road rehabilitation program within the City will occur between Spring and late Fall. Construction on the streets directly impacted is anticipated to begin within a few weeks after receiving your paper notice. Normal working hours will be between the hours of 7:00 a.m. and 5:00 p.m. from Monday through Friday, although weekend and evening/night work may occur. In the event of unforeseen conditions, we will notify you of any schedule changes.

Helpful Tips/What to Expect

• Traffic impacts such as delays or detours
• Possible noise from construction equipment
• Pay close attention to parking notices. All cars in the “No Parking” zone during construction time will be towed.
• Avoid the construction area, as the oil used in the surface treatment may stain carpets, floors and other items.
• Avoid water run-off from sprinklers and hoses. This will delay work as street surface must remain dry.
• Garbage, recycling, and green waste bins will be picked up as usual. However, trash service will arrive earlier in the day to avoid conflict with construction operations, so please place refuse bins on the street the night PRIOR to scheduled pick-up.
• Keep children and pets away from construction at all times.
• Keep this flyer for reference throughout construction.

Para los residentes directamente afectados por el programa anual de rehabilitación vial de la Ciudad de Santa Clarita, este aviso proporciona detalles sobre el próximo tratamiento de lechada asfáltica que se realizará en su calle. La Ciudad se enorgullece de realizar mejoras viales que realzan la apariencia de nuestras calles y benefician a los residentes locales.

Construcción superpuesta

Overlay es una nueva capa de asfalto que se aplica a las carreteras existentes, lo que puede incluir la eliminación o el reemplazo de partes del asfalto existente. Luego, el nuevo asfalto se coloca en capas simples o múltiples según el espesor de la capa superpuesta. Este proceso restaura la calle y la mantiene lisa. Hay cuatro fases para superponer la construcción:

• Trabajo preparatorio: consiste en excavaciones (pulir y reemplazar asfalto estructuralmente deficiente), cortes clave (pulir el asfalto existente a lo largo de la canaleta para asegurar que el nuevo asfalto y la canaleta estén a la misma altura). Se colocarán carteles de “No estacionar” en las áreas designadas entre 48 y 72 horas antes del trabajo.
• Curso de superficie final: capa final de asfalto que consiste en asfalto grueso recubierto de caucho que creará una superficie de conducción suave. Esta capa debe ser compactada y toma tiempo para enfriarse antes de que pueda ser conducida. En la mayoría de los casos, la calle estará abierta al tráfico; sin embargo, los residentes pueden experimentar una interrupción en el acceso a la entrada de vehículos mientras se coloca el nuevo asfalto frente a la residencia. Si los residentes tienen la intención de usar su vehículo durante esta fase, estacione en un lugar fuera del área de “no estacionarse”, ya que puede haber una interrupción temporal en el acceso a la entrada. Los equipos de construcción y los inspectores de la ciudad estarán disponibles para guiarlo si tiene inquietudes sobre el acceso. Habrá limitaciones para el estacionamiento en la calle. Se colocarán carteles de “No estacionar” en las áreas designadas entre 48 y 72 horas antes del trabajo.
• Trabajo de clausura: consiste en el barrido de calles, lavado a presión, señalización/marcación de calles (si es necesario), remoción de materiales y equipos de construcción. Durante esta fase, los residentes tendrán acceso a la calle y al camino de entrada.

Cada fase del proyecto se realizará en todo el barrio. Espere lapsos de tiempo entre cada fase en su calle.

Se colocarán letreros en la puerta que identifiquen la fecha y la fase del proyecto antes de cada fase.

Cronograma del Proyecto

El programa general de rehabilitación vial de la Ciudad se llevará a cabo entre la primavera y finales del otoño. Se prevé que la construcción en las calles directamente afectadas comience unas semanas después de recibir su notificación impresa. El horario laboral habitual será de 7:00 a. m. a 5:00 p. m. de lunes a viernes, aunque podrían realizarse trabajos durante el fin de semana y en horario nocturno. En caso de condiciones imprevistas, le notificaremos cualquier cambio de horarios.

Consejos útiles/Qué esperar

• Impactos en el tráfico, como demoras o desvíos
• Posible ruido del equipo de construcción
• Preste mucha atención a los avisos de estacionamiento. Todos los autos en la zona de “No Estacionar” durante el tiempo de construcción serán remolcados.
• Evite el área de construcción, ya que el aceite utilizado en el tratamiento de la superficie puede manchar alfombras, pisos y otros elementos.
• Evite el escurrimiento de agua de los rociadores y mangueras. Esto retrasará el trabajo ya que la superficie de la calle debe permanecer seca.
• Los contenedores de basura, reciclaje y desechos verdes se recogerán como de costumbre. Sin embargo, el servicio de basura llegará más temprano en el día para evitar conflictos con las operaciones de construcción, así que coloque contenedores de basura en la calle la noche ANTES de la recogida programada.
• Mantenga a los niños y las mascotas alejados de la construcción en todo momento.
• Guarde este volante como referencia durante la construcción.
