Overlay Notice for Directly Impacted Residents

Notice of Road Resurfacing 

For residents directly impacted by the City of Santa Clarita’s Annual Road Rehabilitation program, this notice provides details about the upcoming Overlay treatment which will be completed on your street. The City is proud to deliver road improvements that enhance the appearance of our streets and benefit local residents.

Overlay Construction
Overlay is a new layer of asphalt that is applied to existing roadways, which may include removal or replacement of portions of the existing asphalt. The new asphalt is then placed in single or multiple layers depending on the thickness of the overlay. This process restores the street and keeps it smooth. There are four phases to overlay construction:

  • Preparatory Work – Consists of dig-outs (grinding out and replacing structurally deficient asphalt), key cuts (grinding out of existing asphalt along the gutter to ensure new asphalt and gutter are the same elevation). During this phase, residents will have full access to roads and driveways; however, there will be limitations to on-street parking. “No Parking” signs will be posted in designated areas 48-72 hours in advance of work.
  • Leveling course – Preliminary layer of asphalt to create a level sub-surface. During this phase, residents will have full access to roads and driveways; however, there will be limitations to on-street parking. “No Parking” signs will be posted in designated areas 48-72 hours in advance of work.
  • Final Surface Course – Final layer of asphalt consisting of thick, rubberized asphalt which will create a smooth driving surface. This layer must be compacted and takes time to cool before it can be driven on. In most cases, the street will be open to traffic; however, residents may experience an interruption to driveway access while the new asphalt is placed in front of the residence. If residents intend to use their vehicle during this phase, please park in a location outside of the “no-parking” area, as there may be a temporary interruption to driveway access. Construction crews and City inspectors will be available to direct you if you have concerns about access. There will be limitations to on-street parking. “No Parking” signs will be posted in designated areas 48-72 hours in advance of work.
  •  Closeout work – Consists of street sweeping, power-washing, road markings/striping (if necessary), removal of construction material and equipment. During this phase, residents will have street and driveway access.

Each phase of the project will be done throughout the neighborhood. Expect time lapses between each phase on the impacted street. Door hangers identifying the date and phase of the project will be placed on the door of those impacted prior to each phase.

Project Schedule
The overall road rehabilitation program within the City will occur between Spring and late Fall. Construction on the streets directly impacted is anticipated to begin within a few weeks after receiving your paper notice. Normal working hours will be between the hours of 7:00 a.m. and 5:00 p.m. from Monday through Friday, although weekend and evening/night work may occur. In the event of unforeseen conditions, we will notify you of any schedule changes.

Helpful Tips/What to Expect

  • Traffic impacts such as delays or detours
  • Possible noise from construction equipment
  • Pay close attention to parking notices. All cars in the “No Parking” zone during construction time will be towed.
  • Avoid the construction area, as the oil used in the surface treatment may stain carpets, floors and other items.
  • Avoid water run-off from sprinklers and hoses. This will delay work as street surface must remain dry.
  • Garbage, recycling, and green waste bins will be picked up as usual. However, trash service will arrive earlier in the day to avoid conflict with construction operations, so please place refuse bins on the street the night PRIOR to scheduled pick-up.
  • Keep children and pets away from construction at all times.
  • Keep this flyer for reference throughout construction.
