Slurry Seal Notice for Directly Impacted Residents

Notice of Road Resurfacing

For residents directly impacted by the City of Santa Clarita’s Annual Road Rehabilitation program, this notice provides details about the upcoming Slurry Seal treatment which will be completed on your street. The City is proud to deliver road improvements that enhance the appearance of our streets and benefit local residents.

Slurry Seal Construction
Slurry Seal is a combination of emulsified asphalt and aggregate that is placed over the existing asphalt surface. The product is designed to protect and preserve the road by adding a wear layer to preserve the existing asphalt. After it is applied, the product takes three to four hours to dry and receive traffic. There are four phases to slurry seal construction:

• Preparatory Work – Consists of dig-outs (grinding out and replacing structurally deficient asphalt), crack filling and weed abatement. During this phase, residents will have full access to roads and driveways; however, there will be limitations to on-street parking. “No Parking” signs will be posted in designated areas 48-72 hours in advance of work.
• Slurry Seal Application – The application of emulsified asphalt and aggregate placed over the existing asphalt surface. After the slurry seal is applied, it will take three to four hours to dry before the street is opened to traffic. During this phase, street access will be limited. If residents intend to use their vehicle(s) during this phase, please park in a location outside of the “no parking” area. Construction crews and City inspectors will be available to direct you if you have concerns about access. There will be limitations to on-street parking. “No Parking” signs will be posted in designated areas 48-72 hours in advance of work.
• Street Sweeping and Maintenance – Consists of several scheduled street sweeps to remove loose aggregate during the curing and compaction process of the new material. During this phase, there will be limitations to on-street parking during the sweeping process. “No Parking” signs will be posted in designated areas 48-72 hours in advance to clear streets of vehicles to ensure a complete and thorough sweep.
• Closeout work – Consists of street sweeping, power-washing, road markings/striping (if necessary) and removal of construction material and equipment. During this phase, residents will have street and driveway access.

Each phase of the project will be done throughout the neighborhood. Expect time lapses between each phase on the impacted street. Door hangers identifying the date and phase of the project will be placed on the door of those impacted prior to each phase.

Project Schedule
The overall road rehabilitation program within the City will occur between Spring and late Fall. Construction on the streets directly impacted is anticipated to begin within a few weeks after receiving your paper notice. Normal working hours will be between the hours of 7:00 a.m. and 5:00 p.m. from Monday through Friday, although weekend and evening/night work may occur. In the event of unforeseen conditions, we will notify you of any schedule changes.

Helpful Tips/What to Expect

• Traffic impacts such as delays or detours
• Possible noise from construction equipment
• Pay close attention to parking notices. All cars in the “No Parking” zone during construction time will be towed.
• Avoid the construction area, as the oil used in the surface treatment may stain carpets, floors and other items.
• Avoid water run-off from sprinklers and hoses. This will delay work as the street surface must remain dry.
• Garbage, recycling and green waste bins will be picked up as usual. However, trash service will arrive earlier in the
  day to avoid conflict with construction operations, so please place refuse bins on the street the night PRIOR to the
  scheduled pick-up.
• For a few days following the resurfacing, please drive at reduced speeds and avoid sharp turning movement to allow
  the new surface to “set.” Also, please avoid turning your wheels while your vehicle is not moving.
• Should you be out of town during this time, please plan to park your vehicle(s) off the street. Vehicles left parked on
  the street will be towed.

AVISO DE REPAVIMENTACIÓN DE CARRETERAS

Para los residentes directamente afectados por el programa anual de rehabilitación vial de la Ciudad de Santa Clarita, este aviso proporciona detalles sobre el próximo tratamiento de lechada asfáltica que se realizará en su calle. La Ciudad se enorgullece de realizar mejoras viales que realzan la apariencia de nuestras calles y benefician a los residentes locales.

Construcción – Servicio de Reparación y Restauración del Asfalto

Slurry Seal es una combinación de asfalto emulsionado y agregado que se aplica sobre la superficie de asfalto existente. El producto está diseñado para proteger y preservar la carretera añadiendo una capa de desgaste para conservar el asfalto existente. Después de su aplicación, el producto tarda de tres a cuatro horas en secar y estar listo para el tráfico. El proceso de servicio de reparación y restauración de asfalto consta de cuatro fases:

• Trabajos Preparatorios: Consisten en excavaciones (extracción y reemplazo de asfalto estructuralmente deficiente), sellado de grietas y control de malezas. Durante esta fase, los residentes tendrán acceso completo a calles y entradas de la zona residencial; sin embargo, habrá restricciones en los espacios de estacionamiento en la calle. Se colocarán carteles de “Prohibido Estacionar” en áreas designadas 48 a 72 horas antes del inicio de los trabajos.
• Aplicación de Slurry Seal: Consiste en la aplicación de asfalto emulsionado y agregado sobre la superficie del asfalto existente. Después de aplicar el sello de lodo, tomará entre tres a cuatro horas secarse antes de que la calle sea disponible para su uso. Durante esta fase, el acceso a la calle será limitado. Si los residentes necesitan usar su(s) vehículo(s) durante esta fase, favor de estacionarse en un lugar fuera del área de “no estacionar”. Los trabajadores de la compañía de construcción e inspectores municipales estarán disponibles para orientarlos si tienen alguna pregunta sobre el acceso de las calles. Habrá espacios limitados de estacionamiento en la calle. Se colocarán carteles de “No Estacionar” en áreas designadas 48 a72 horas antes del inicio de los trabajos.
• Barrido y Limpieza de Calles: Consiste en varios barridos para eliminar el agregado suelto durante el proceso de curado y compactación del nuevo material. Durante esta fase, habrá restricciones al acceso del estacionamiento en la calle durante el proceso de barrido. Se colocarán carteles de “Prohibido Estacionar” en áreas designadas 48 a 72 horas antes para despejar las calles de vehículos y garantizar un barrido completo y exhaustivo.
• Trabajo final: consiste en el barrido de calles, lavado a presión, señalización vial y demarcación de vías (si es necesario) y retirada de materiales y equipos de construcción. Durante esta fase, los residentes tendrán acceso a las calles y entradas.

Cada fase del proyecto se realizará en todo el vecindario. Anticipe lapsos de tiempo entre cada fase en su calle. Se colocarán letreros en las puertas que identifiquen la fecha y la fase del proyecto antes de iniciar cada fase.

Cronograma del proyecto

El programa general de rehabilitación vial de la Ciudad se llevará a cabo entre la primavera y finales del otoño. Se prevé que la construcción en las calles directamente afectadas comience unas semanas después de recibir su notificación impresa. El horario laboral habitual será de 7:00 a. m. a 5:00 p. m. de lunes a viernes, aunque podrían realizarse trabajos durante el fin de semana y en horario nocturno. En caso de condiciones imprevistas, le notificaremos cualquier cambio de horario.

Consejos útiles/Qué esperar

• Impactos en el tráfico, como demoras o desvíos
• Ruido del equipo de construcción
• Preste mucha atención a los avisos de estacionamiento. Todos los autos en la zona de “Prohibido Estacionar” durante el tiempo de construcción serán remolcados.
• Evite el área de construcción, ya que el aceite utilizado en el tratamiento de la superficie puede manchar alfombras, pisos y otros elementos.
• Evite el escurrimiento de agua de los rociadores y mangueras. Esto retrasará el trabajo ya que la superficie de la calle debe permanecer seca.
• Los contenedores de basura, reciclaje y desechos verdes se recogerán como de costumbre. Sin embargo, el servicio de basura llegará más temprano durante el día para evitar conflictos con las operaciones de construcción, favor de colocar contenedores de basura en la calle la noche ANTES de la recogida programada.
• Durante algunos días después de la repavimentación, conduzca a velocidades reducidas y evite los giros bruscos para permitir que la nueva superficie se “fije”. También, evite girar las llantas de su vehículo mientras no esté en movimiento.
• Si se encuentra fuera de la Ciudad durante este tiempo, planee estacionar su(s) vehículo(s) fuera de las calles de la zona de construcción. Los vehículos que se dejen estacionados en la calle serán remolcados.
