December 9, 2014

The following is the recap from the City Council meeting on Tuesday, December 9, 2014:

CONSENT CALENDAR

  1. Approval of Joint City Council and Board of Library Trustees minutes from the November 25, 2014 special and regular meetings – Approved 
  2. Award construction contract for beautification of 1.2 miles of Newhall Avenue, which includes a landscaped median featuring low water use plants and materials  – Approved 
  3. Award contract to Michael Baker International (formerly “RBF Consulting”) for the completion of an Environmental Impact Report for the Mancara Project at the end of Lost Canyon Road and Oak Springs Canyon Road – Approved  
  4. Authorize adjustments to Fiscal Year 2014-2015 budget to ensure any deviations from the initial budget projections are proactively addressed, and to review requests from City staff for new priorities which are unfunded or underfunded – Approved  
  5. Approve month-to-month extensions of contracts for landscape maintenance monitoring services through June 2016 – Approved  
  6. Award two-year maintenance service contract to ValleyCrest Landscape to provide landscape maintenance for eight Landscape Maintenance District managed parks – Approved
  7. Adopt resolution reciting the facts of the Special Election held November 4, 2014, declaring the results of City of Santa Clarita Measure S and such other matters – Resolution Adopted 
  8. Appoint Tina Szumanski as the City of Santa Clarita Representative to the Greater Los Angeles Vector Control District Board for a two-year term, starting January 5, 2015 – Szumanski Appointed
  9. Check register No. 23 and No. 24 – Approved 

 

PUBLIC HEARINGS

10.   Conduct a public hearing and adopt a resolution to adjust Consolidated Fire Protection District developer fees in accordance with the Developer Fee Agreement between the City and the Consolidated Fire Protection District of Los Angeles County – City Council opened public hearing and adopted resolution to adjust the fee.  
11.   Conduct a public hearing and open and review ballots with regard to forming a special assessment district to pay for the ongoing maintenance of an on-site water quality detention basin in River Village – City Council conducted a public hearing, tabulated ballots, and determined 100 percent were in favor of creating the special assessment district.   

NEW BUSINESS

12.   Accept donation of approximately 10 acres of real property in the City of Santa Clarita, adjacent to the City’s existing Golden Valley open space, for the purpose of public recreation and open space preservation – Donation of land accepted, contingent upon the completion of a Phase One environmental study.
13.   City Council, if necessary as a result of a vacancy, appoint a second director and/or an alternate to the Board of Directors of the Los Angeles County Sanitation Districts – Council appointed Councilmember Laurene Weste as the second director and Councilmember Bob Kellar as the City’s alternate.

November 25, 2014

The following is the recap from the City Council meeting on Tuesday, November 25, 2014:

CONSENT CALENDAR

  1. Approval of Joint City Council and Board of Library Trustees minutes from the October 28, 2014 meetings – Approved 
  2. Acceptance of the City Council Legislative Subcommittee’s recommendation to adopt the 2015 Legislative Platform, providing guidance to staff on legislative issues of interest to the City Council, assisting staff with legislative advocacy at the federal and state levels – Approved 
  3. Retain and renew contract with Washington, D.C. based firm of Murray, Montgomery and O’Donnell for federal advocacy services on all issues, except the proposed Soledad Canyon mine from January 1, 2015 through December 31, 2016 – Approved  
  4. Authorize the installation of multiway stop controls at the intersection of Centurion Way and Hyssop Lane as a result of resident and student requests and staff analysis – Approved 
  5. Award construction contract to improve 25 bus stop locations throughout the City, which may include asphalt bus pads, shelters, and improvements in compliance with the Americans with Disabilities Act – Approved
  6. Approve resolution authorizing no-stopping zones on May Way near La Mesa Junior High School to improve on-campus student drop-off/pick-up operations, traffic operations and safety – Approved
  7. Accept the City of Santa Clarita’s estimated allocation of $330,259 as part of the Citizens’ Option for Public Safety (COPS) grant to continue funding Santa Clarita’s COBRA Team – Approved
  8. Adopt a resolution denying the appeal of the Planning Commission’s denial of a Conditional Use Permit to allow for the operation of a primary school on the Rye Canyon Road proposed by Albert Einstein Academy for Letters, Arts and Sciences – Approved 
  9. Award a two-year maintenance contract for annual backflow prevention device testing and repairs at all City owned facilities, parks and Landscape Maintenance Districts – Approved
  10.  Adopt a resolution beginning proceedings to annex parcels in tract 62343 into the Landscape Maintenance District as Zone 30 (Penlon) – Approved

NEW BUSINESS

12.   City Council commit $3,000,000 in financial support for the construction of a new Santa Clarita Valley Senior Center to better meet the needs of seniors in the community – Approved

  5. Adopt resolution to revise speed limit on Copper Hill Drive between Decoro Drive and 50 feet north of Copperstone Drive from 55-miles-per-hour to 50-miles-per-hour – Approved
  6. Adopt resolution for the Sanitation District annexation of NOS. 1073, 1075 and 1076 to provide wastewater treatment service to properties located outside the District’s service area – Approved

PUBLIC HEARINGS

13.   Appeal of Planning Commission Denial of Master Case 13-075, requested by Albert Einstein Academy for Letters, Arts and Sciences to operate a primary school within the Business Park at 25300 Rye Canyon Road – City Council denied the appeal and directed staff to return with resolution of denial at the November 25, 2014, meeting for Council consideration.

 

NEW BUSINESS

14.   Consider deferral of impact fees for Habitat for Humanity’s 87-unit affordable-housing project for veterans located along Centre Pointe Parkway – City Council approved deferral of certain development impact fees to inspection of roof, framing, and drywall for the Habitat for Humanity project.

  2. Approval of amendments to the San Fernando Valley Council of Governments Joint Powers Authority Agreement – Approved 
  3. Award contract to Data Ticket, Inc. for Citywide Parking Enforcement Program to provide an efficient, response-based parking enforcement service for residents – Approved
  4. Award contract to RJM Design Group for the architectural, engineering, and landscape design services for Phase IV at Central Park, which includes the proposed Tennis Facility – Approved 
  5. Award janitorial services contract to Lee’s Maintenance Service, Inc. for services at various facilities – Approved  
  6. Approval of plans and specifications and award the construction contract to Rey-Crest Roofing & Waterproofing Co. to replace the roof of the Santa Clarita Public Library’s Valencia branch – Approved

10.   Appeal of Planning Commission’s denial of a Conditional Use Permit, requested by Albert Einstein Academy for Letters, Arts and Sciences, to operate a primary school within the Business Park at 25300 Rye Canyon Road – City Council directed staff to continue working with the applicant on a revised project, draft appropriate documents, and continue the public hearing to the regular City Council meeting on October 28, 2014 

 

NEW BUSINESS

11. Approve letter from City Manager to Southern California Regional Rail Authority inquiring about the possibility of continuing operation of the Via Princessa Metrolink Station once service at the Vista Canyon Metrolink Station begins – Council Concurred to direct staff to amend the letter emphasizing no changes to the Vista Canyon project and return the item to a future meeting

12. Receive information and give direction on status of the City of Santa Clarita’s membership in the Eco-Rapid Transit Joint Powers Authority – City Council concurred to withdraw membership from Eco-Rapid Transit membership and request that dues paid be returned to the City.  Council will reconsider future membership if certain conditions change

  3. Award a contract to Santa Clarita-based printer DWS for printing the City’s quarterly magazine SEASONS – Approved
  4. Adopt the updated non-motorized transportation plan, which supports bicycle and pedestrian-friendly projects and connectivity throughout Santa Clarita – Updated Non-Motorized Plan Adopted
  5. City Council request to Los Angeles County Department of Regional Planning for an extended 30-day public review period of the draft Environmental Impact Report (EIR) for the Chiquita Canyon Landfill Master Plan Revision – City Council directed staff to draft a letter requesting an additional 30-day extension to the public review period.  
  6. Award contract to Los Angeles County, which allows the City to purchase high-quality aerial imagery and elevation data of the Santa Clarita Valley at a cost that is 80 percent less than if the City were to obtain these items independently – Approved  
  7. Renewal of landscape maintenance district contracts to Stay Green, Inc. for the following zone areas: Old Orchard, Valencia Hills, Valencia Meadows, Valencia Glen, Valencia South Valley, Valencia Central and North Valley, and Rainbow Glen – Approved

  3. Adopt an updated resolution authorizing the City to submit the Valley Vista Acquisition Project for an environmental grant application, per Caltrans’ request for language clarification – Approved
  4. Acceptance of a $26,749 grant from the U.S. Department of Justice, which allows state and local governments to support a range of activities to prevent crime based on local needs  – Approved
  5. Adopt a resolution authorizing the City to submit a grant application for partial funding through the Los Angeles County Regional Park and Open Space District to enhance Old Orchard Park – Approved  
  6. Adopt a resolution authorizing the City to partner with the California Wildlife Conservation Board and the Trust for Public Land to submit a grant application to help fund the purchase of 302+ acres in the Newhall Pass – Approved  
  7. Approve a ground lease agreement with Santa Clarita Studios to use approximately 3.5 acres of City-owned land adjacent to the Studio lot for parking – Approved

The following is the recap from the City Council meeting on Tuesday, July 8, 2014:

CONSENT CALENDAR

  1. Approval of Joint City Council and City Council acting as the Governing Board of the Successor Agency to the Former Santa Clarita Redevelopment Agency/Board of Library Trustees meeting minutes from June 24, 2014 – Approved 
  2. Designation of voting delegate for the 2014 League of California Cities Annual Conference – City Council appointed Mayor Pro Tem McLean as voting delegate and Councilmember Kellar as alternate.   
  3. Federal Legislation: House Resolution 4858 to establish the San Gabriel National Recreation Area as a unit of the National Park System in California – City Council adopted position of support and will transmit position statements to Representative Judy Chu, Santa Clarita’s federal legislative delegation, appropriate congressional committees, President Barack Obama, and the League of California Cities. 
  4. State Legislation: Assembly Bill 1522 enacting Healthy Workplaces, Healthy Families Act of 2014 requiring that on or after July 1, 2015 employers provide paid sick leave to employees that work 30 or more days in a calendar year – City Council adopted the City Council Legislative Subcommittee’s recommended position of opposition and will transmit letters of opposition to Assembly Member Gonzalez, Santa Clarita’s state legislative delegation, appropriate legislative committees, Governor Brown, and the League of California Cities.  
  5. Resolution of the City Council establishing support for Proposition 13 as it relates to residential properties – City Council adopted a position of support
  6. Contract for City-wide multi-function copiers that will save the City between $125,000 – $250,000 over the next five years – Approved 
  7. Federal Rulemaking: Wireless Facility Sites – City Council adopted the City Council Legislative Subcommittee’s recommendation to provide comment to the Federal Communications Commission regarding modification of existing wireless facility sites and transmit copies to Santa Clarita’s federal legislative delegation and the League of California Cities.  
  8. Award design contract for storm drain and culvert upgrades at five locations in the City to correct roadway flooding issues during storms – Approved
  9. Renew three Landscape Maintenance District contracts for Railroad Avenue, Mountain View, and American Beauty – Approved
  10. Reimbursement to the Consolidated Fire Protection District of Los Angeles County for the construction of Fire Station 150 – Approved
  11. Check register NO. 13 – Approved
  12. Federal Legislation: St. Francis Dan Disaster of 1928 recognition – City Council adopted the City Council Legislative Subcommittee’s recommendation to request that Representative Howard P. “Buck” McKeon consider and if he determines it is appropriate, introduce legislation authorizing a study to determine if the St. Francis Dam Disaster of 1928 meets the criteria for designation as a National Memorial as a unit of the National Park Service.

PUBLIC HEARINGS

13.   Appeal of Planning Commission denial of a request by Albert Einstein Academy for Letters, Arts and Sciences to operate a primary school within the Business Park Zone at 25300 Rye Canyon Road – City Council continued the public hearing to the regularly scheduled City Council meeting on Tuesday, October 14, 2014.

 

UNFINISHED BUSINESS

14.   Nomination and appointment of Commissioners/Panelmembers –City Council reopened the application period and directed staff to return the item to the regularly scheduled City Council meeting on Tuesday, August 26, 2014.  

15.   Metro development agreement ballot measure letter selection – City Council directed staff to submit the Letter Designation Form to the County Registrar-Recorder/County Clerk requesting either Measure “S” or Measure “SC.”

  2. Reading of ordinance titles – Approved
  3. Adopt the recommendation of the City Council Legislative Subcommittee to support Assembly Bill 2670 (Medina) to formally establish the Governor’s Office of Business and Economic Development as the entity in the State with lead responsibility for engaging the Small Business Development Centers.  – Adopted position of support 
  4. Adopt the recommendation of the City Council Legislative Subcommittee to support Assembly Bill 2717 (Bonta) to appropriate $6 million from the State general fund supporting the Federal Small Business Development Center program in California – Adopted position of support 
  5. Adopt the recommendation of the City Council Legislative Subcommittee to support Assembly Bill 1262 (Correa) requiring the Department of Consumer Affairs (DCA) to license dispensing facilities and cultivation sites that provide, process, and grow marijuana for medical use, including a background check for license applicants.  The Bill would also make licenses subject to the restrictions of the local jurisdiction in which the facility proposes to operate – Adopted position of support
  6. Adopt the recommendation of the City Council Legislative Subcommittee to oppose Assembly Bill 2188 (Muratsuchi) eliminating the review process for small residential rooftop solar energy system permit applications and requiring a permit to be issued upon receipt of a completed application – Adopted position of opposition
  7. Adopt the recommendation of the City Council Legislative Subcommittee to support Assembly Bill 2104 (Gonzalez) which seeks to clarify existing law by making it clear that a provision of the governing documents, guidelines, or policies of a Common Interest Development shall be void and unenforceable if it prohibits, or have the effect of prohibiting, low water-use plants as a group or as a replacement of existing turf, or prohibits a homeowner from complying with a local water-efficient landscape ordinance or water conservation measure – Adopted position of support 
  8. Adopt the $191.5 million Fiscal Year 2014-2015 annual operating budget and capital improvement program – Approved
  9. Resolution to reestablish parking in front of 25000 Avenue Stanford, requested by the Saugus Union School District, to help meet existing parking demands – Approved
  10. Award design contract for widening the south side of the existing Newhall Ranch Road Bridge over the San Francisquito Creek to eight lanes and add a multi-use path with a trail connected on the west side – Approved
