The City Clerk’s Office is the legal and official custodian of all City records.  The Clerk’s Office administers oaths; ensures compliance with Fair Political Practice Commission filings (Statements of Economic Interest and Campaign Disclosures); facilitates lobbyist reporting; and administers City policies.

Purchasing

Purchasing buys most of the office supplies, services, equipment and equipment maintenance City-wide. Additionally, quote, proposal, and bid preparation assistance is provided to City staff. Purchasing is very interested in promoting business opportunities within the City. Purchasing staff work very closely with Accounts Payable to make sure invoices are correct and paid promptly.

Technology Services

The Technology Services Division for the City is comprised of three (3) distinct disciplines. These include Application Development, Geographic Information System (GIS), and Network Management/Telecommunications.

Application Development is responsible for developing applications to enhance the organizational efficiencies and effectiveness of City staff for the specific purpose of providing responsive and timely services to our citizens. These applications usually operate “behind the scenes” to improve the flow of information among operational departments within the City. The most notable example is the City’s Website, which is updated daily and provides 24 x 7 information to residents and ways to access services.  The goal of the City’s Website is to continue our efforts to create a local government that is open and transparent.

The City’s Application Development staff is also responsible for the development of several on-line tools that help virtualize a City Hall experience for residents. These on-line tools include the City’s Resident Service Center and eNotify Programs, ePermits and the award winning Graffiti Tracking and Prevention System – eGraffiti.  Residents are also highly encouraged to sign up for Nixle to be kept abreast of news and other critical information in the event of emergencies.

Geographic Information Systems (GIS) was created in order to obtain geographic data for the purposes of map production and geographic analysis of the City. The GIS group creates and maintains a wide range of spatial data from zoning to bus routes to natural hazard areas. Access to accurate and current maps is available and beneficial in assisting with property evaluation, parcel-related research, land-use planning, site selection, and environmental management. GIS primarily uses ESRI products such as ArcView 3.x, ArcGIS Desktop and ArcIMS Server. Electronic Field Study (EFS), better known as Pictometry, is also utilized by the City for high resolution-oblique imagery viewing.

Network Management/Telecommunications is responsible for overseeing all hardware and software needs of the organization, which comprises more than 500 workstations, 3 Datacenters, and 18 individual sites/campuses, including the Santa Clarita Public Library. Many of our sites are interconnected to City Hall using high-speed fiber optic technology.

In terms of telecommunications, the City utilizes ShoreTel and NEC for voice communications and primarily uses Verizon Wireless for mobility.  The City maintains redundant, fault-tolerant Internet connections to minimize any service disruptions to staff while providing services to our residents.
