At the October 14, 2025, the City Council approved an agreement with Aspire Fiber (formerly known as Aspire Broadband) that grants access to the City’s right-of-way and to lease dark fiber strands to Aspire Fiber to build, own, and operate a fiber-to-the-premises (aka fiber-to-the-home) network to deliver citywide high-speed fiber-based Internet service to businesses and residents.

As part of the agreement, the City will be compensated $7.75 million over the initial twenty-year term and the community will benefit from having a new choice for Internet Service Provider in the City.

To facilitate the citywide buildout, the City was divided into ten distinct areas, with at least three areas (or phases) planned to be built per year.  Aspire Fiber will utilize microtrenching construction to build-out the City.

Here’s what to expect during construction:

  • Utility Markings — A few weeks before construction, you will see temporary, colored markings on pavement and sidewalks to identify existing utilities.
  • Construction Door Tags – At least one (1) week prior to construction on your street, door tags will be affixed to your door.
  • No Parking Signs — At least two (2) days before construction begins on your street, “No Parking Signs” will be put out.
  • Construction Day (Phase 1) — A microtrenching machine will cut a narrow 2-inch trench along your street to lay the fiber. The trench will be filled and covered with a grey slurry material the same day. This is not the final appearance.
  • Final Finish (Phase 2) — Within three (3) weeks after construction, a sealing coat will be applied over the slurry-filled microtrench, leaving a clean, straight line. See photos below.
  • Power Washing of Utility Markings – All temporary markings will be power washed and removed within one (1) month of construction start.
