The following is a recap of the City Council regular meeting of November 25, 2025:
Highlights of actions taken include:
- Recognized the recipients of the Friends of Hart Park Lifetime Achievement Award, Recycling All Star Award, Investment Policy and Excellence in Financial Reporting Awards, and the Award for Achievement in Information Technology Practices.
- Conducted a Public Hearing and adopted resolutions denying Appeal 25-002, affirming the Planning Commission’s certification of the Final Environmental Impact Report and approval of the Wiley Canyon Mixed Use Project (Master Case 20-238) and its associated entitlements.
- Conducted a Public Hearing and second reading to adopt the 2025 California Building Standards Code, with an effective date of January 1, 2026, as required by state law.
- Approved the purchase of a Zamboni ice-resurfacer from Zamboni Company USA, Inc., for The Cube, in an amount not to exceed $200,625.
- Adopted a resolution approving the updated Sewer System Management Plan (SSMP), as required by the State Water Resources Control Board.
- Adopted the Santa Clarita Valley Sanitation District’s resolutions approving and accepting the negotiated exchange of property tax revenues resulting from Santa Clarita Valley Sanitation District Annexation Nos. 1134, 1137, and 1143 to provide wastewater treatment services to properties located outside the District’s service area.
- Adopted a resolution approving the annual rate adjustment request for Burrtec Waste Industries, Inc., contingent upon the implementation of Los Angeles County’s proposed residential rate in the unincorporated areas of the Santa Clarita Valley, effective January 1, 2026.
- Ratified payments in the amount of $22,646 to Specialized Elevator for elevator services at the City of Santa Clarita facilities.
- Adjourned the meeting in memory of Brad Berens.

October 28, 2025
The following is a recap of the City Council regular meeting of October 28, 2025:
Highlights of actions taken include:
- Proclaimed November 2025 as Native American Heritage Month.
- Conducted a Public Hearing and approved Master Case 25-082 request to operate a new heavy manufacturing use to partially demolish and remodel two existing, one-story metal industrial buildings at 25710 and 25750 Springbrook Avenue.
- Conducted a first reading of the 2025 California Building Standards Code and set the Public Hearing for November 25, 2025.
- Awarded a contract to Model 1 Bus Sales for the purchase and delivery of new Compressed Natural Gas Dial-A-Ride and zero-emission Go! Santa Clarita vehicles in the amount of $2,327,900.
- Approved the utilization of state grant funding for the preservation and acquisition of 670 +/- acres, supporting the City’s commitment to preserve open space in an effort to complete the open space greenbelt surrounding the Santa Clarita Valley.
- Awarded a construction contract to Driltek Inc. for Needham Ranch open space oil wells plugging and abandonment for the total contract amount not to exceed $1,795,690.
- Approved the plans and specifications for the Via Princessa Park – Phase IA, Project P3033; awarded a construction contract to James McMinn, Inc., a professional services contract to Michael Baker International, Inc., a professional services contract to Psomas, and tribal monitoring services to Fernandeño Tataviam Band of Mission Indians, for a total contract amount not to exceed $1,172,310, $378,092, $325,226, and $66,000, respectively.
- In observation of Veterans Day, there will not be a City Council Meeting on Tuesday, November 11.
- Adjourned the meeting in memory of David Veal.

Highlights of actions taken include:
- Recognized Aakash Ahuja Jr. and the Team USA Latin American Baseball Classic Players.
- Proclaimed October 2025 as Breast Cancer Awareness and Filipino American History Month.
- Conducted a Public Hearing, tabulated property owner protest ballots, and approved assessment increases for City of Santa Clarita Landscape Maintenance District Zones T44 (Bouquet Canyon), T48 (Shadow Hills), and T62 (Canyon Heights).
- Received a presentation and analysis of Prop 50 and voted to oppose the measure.
- Approved an agreement granting Aspire Broadband Holdings, Inc. access to the City’s right-of-way and a lease of dark fiber strands to build, own, and operate a Fiber to the Premises network to deliver Citywide High-Speed Fiber Internet Service to businesses and residents.
- Awarded a five-year contract to Stay Green, Inc. to provide landscape maintenance services for Landscape Maintenance District Zone T51 (Valencia High School) and Zone 16 (Valencia Industrial Center), for a total contract amount not to exceed $1,655,074, and Zone T52 (Stonecrest), for a total contract amount not to exceed $1,513,908.
- Awarded a five-year contract to Marina Landscape Services, Inc. to provide landscape maintenance services for Landscape Maintenance District Zone 20 (Golden Valley Ranch Commercial) and Zone 21 (Golden Valley Ranch Residential), for a total contract amount not to exceed $1,533,260.
- Awarded a one-year contract to Flo-Services, Inc. for Drainage Benefit Assessment Area preventative maintenance and inspection services in the amount of $172,910.

Highlights of actions taken include:
- Recognized the Sister Cities Young Artist and Authors Showcase Winners, proclaimed September 2025 as National Suicide Prevention Awareness Month, and designated September 15 – October 15, 2025 as National Hispanic Heritage Month.
- Awarded a professional services contract to Twinning, Inc., to provide special inspections and material testing services in support of the Hydrogen Production and Fueling Project (F1026) at the Transit Maintenance Facility, for a total contract amount not to exceed $412,638.
- Approved an agreement with the Santa Clarita Valley Committee on Aging that will support home-delivered meals; transit-related services; and recreation, health, and wellness programs for seniors, in the amount of $525,000.
- Approved Parcel Map No. 83806 (Triumph Ave.) for subdivision purposes, located on the east side of the City of Santa Clarita, in the Sand Canyon area.
- Adjourned the meeting in memoriam for James “Jim” Tanner.

The following is a recap of the City Council regular meeting of September 9, 2025:
Highlights of actions taken include:
- Recognized the LASC-SCV U14 Boys Soccer Team for their National Cup Championship and proclaimed September 2025 as Childhood Cancer Awareness and Hunger Action Month.
- Received an update and analysis on the Shuttle Service Pilot Program that operated in Old Town Newhall in July and August 2025.
- Approved easements on City property to the Santa Clarita Valley Water Agency for the purpose of installing and maintaining water and drainage facilities.
- Awarded a three-year contract to Brightly Software, Inc., for facilities asset management, for a total contract amount not to exceed $302,291.
- Approved the execution of a Memorandum of Understanding with the Los Angeles County Affordable Housing Solutions Agency to enable the City of Santa Clarita to receive and utilize Measure A funds for affordable housing, technical assistance, and homeless prevention.
- Adopted a resolution for the summary vacation of portions of the public right-of-way known as Placerita Canyon Road, acceptance of an easement for public use and trail purposes, and acceptance of a restricted use area located near Sierra Highway.
- Adjourned the meeting in memoriam for Frederick Louis Gruchalla and Sheila Miller.
