The following is a recap of the City Council regular meeting of May 27, 2025:
Highlights of actions taken include:
- Recognized Youth in Government participants, Valencia High School Varsity and Junior Varsity Color Guard, and the Master’s University Volleyball Team National Championship.
- Conducted the Public Hearing on the proposed Fiscal Year 2025-26 Annual Operating Budget and Capital Improvement Program and scheduled the budget for adoption at the June 10, 2025, City Council meeting.
- Conducted a Public Hearing and adopted a resolution to adjust the Fiscal Year 2025-26 fees and charges for City services.
- Conducted a Public Hearing and approved the 2025-26 Annual Action Plan for the Community Development Block Grant and Home Investment Partnerships Act Programs.
- Conducted a Public Hearing and passed amendments to the MetroWalk Specific Plan (Master Case 24-230) to a second reading.
- Adopted a resolution approving the Second Amendment to the Franchise Agreement between the City of Santa Clarita and Burrtec Waste Management Industries Inc.; revised solid waste rates for certain services beginning July 1, 2025; and authorized the City’s consent for early termination of their continuation rights for waste collection services in the Tesoro Del Valle annexation area.
- Adopted 2025 Municipal Code Updates to the City of Santa Clarita’s Unified Development Code to address state legislation and other recommended changes.
- Awarded a contract to Gillig Corporation for the purchase of two 29-foot Compressed Natural Gas buses, for a total contract amount not to exceed $1,850,357.
- Adjourned the meeting in memoriam for Dr. X.X. Skip Newhall and Nelson Vides.

The following is a recap of the City Council regular meeting on May 13, 2025:
Highlights of actions taken include:
- Proclaimed May 2025 as Mental Health Awareness Month.
- Continued the Public Hearing for Newhall Mixed-Use (Master Case 24-134) and adopted a resolution approving the construction of Master Case 24-134, a new five-story, mixed-use building at the corner of Main Street, Market Street, and Railroad Avenue.
- Conducted a Public Hearing and approved the 2025 Municipal Code Updates, which includes amendments to the Santa Clarita Municipal Code, Old Town Newhall Specific Plan, the Lyons Corridor Plan, and the Soledad Canyon Road Corridor Plan for 2025.
- Moved Public Hearing Item #4: Metrowalk Specific Plan Amendment (Master Case 24-230) to the next City Council regular meeting on May 27, 2025.
- Approved a three-year agreement with The Master’s University to utilize the City’s fiber optic network and connection to Downtown Los Angeles.
- Awarded a seven-year service agreement with HydroPoint Data Systems, Inc., for wireless, data management, and warranty services to support the existing weather-based irrigation controller system, in an amount not to exceed $2,294,349.
- Approved the extension of the current design contract and authorized an increased expenditure authority for design services with Psomas to provide construction documents for the Parks Maintenance Yard Improvements project; the improvements include a new maintenance building, additional staff parking area, and enhanced vehicular and pedestrian circulation, for a total contract amount not to exceed $1,108,465.
- Awarded three-year contracts to Chambers Group, Inc.; Dudek; EcoTierra Consulting; HELIX Environmental Planning, Inc.; Kimley-Horn; Michael Baker International, Inc.; PlaceWorks, Inc.; and SWCA Environmental Consultants to provide on-call California Environmental Quality Act Services, for a combined total contract amount not to exceed $1,500,000.
- Approved a License Agreement with Verizon Wireless for the installation of cellular communications equipment on City-owned property, Assessor’s Parcel Number 2811-067-906.
- Adjourned the meeting in memoriam for Kathryn L. Fay, who lived to be 108 years old.

- Moved the Public Hearing Item #2: 2025 Municipal Code Updates – First Reading and New Business Item #3: First Responder Tribute Project to the next City Council regular meeting on May 13, 2025.
- Approved the purchase of a new Caterpillar Excavator Model 306 to support the maintenance of the City’s stormwater basins and outfalls in an amount not to exceed $153,762.
- Awarded construction and professional services contracts for the 2024-25 Overlay and Slurry Seal Program—Overlay A and Overlay B, Project M0157 to Sully-Miller Contracting Company; Onyx Paving Company Inc.; Twining, Inc.; and Hunsaker and Associates, Los Angeles, Inc., in an amount not to exceed $2,089,325 and $6,699,900, $1,520,365 and $821,110, respectively.
- Approved an agreement with the Los Angeles County Regional Park and Open Space District to accept Measure A grant funds for a total amount of $1,437,195 and approved the purchase of 457+/- acres of real property in Vasquez Canyon Ranch for the purpose of open space preservation at a total cost of $2,589,314.
- Adjourned the meeting in-memoriam for Diana Cusumano, former SCV Woman of the Year.

- Approved the purchase of seven Big Belly Solar Trash and Recycling Units from Waxie Sanitary Supply, for a total amount not to exceed $81,065.
- Extended the current design contract and authorized an increased expenditure authority for design services with MNS Engineers, Inc., for a revised total contract amount not to exceed $4,882,236 and Southern California Regional Rail Authority, for a revised total contract amount not to exceed $572,935, for the Dockweiler Drive Extension, Project S3023.
- Awarded a construction contract to MSH Development Group Inc., for a total contract amount not to exceed $652,625, for the 2024/25 Concrete Rehabilitation Program, Project M0156, and 2024-25 ADA Access Ramps, Project D0005.
- Adjourned the meeting in-memoriam of Allen Hohnroth and Jack Lilley.
