Landscape Maintenance District Public Information Meetings and Proposed Assessment Increases for Deficient Zones T44, T48, & T62

The City of Santa Clarita hosted a series of five informational meetings to discuss proposed increases to the Landscape Maintenance District (LMD) assessments for three zones in the Saugus neighborhood, including portions of Canyon Heights (Zone T-62), Shadow Hills (Zone T-48), and Bouquet Canyon (Zone T-44). These meetings provided property owners with important information about the existing assessment structure, the proposed adjustments needed to maintain landscaping within the affected zones, an explanation of the Proposition 218 balloting process, and a discussion of potential alternatives.

Affected property owners were mailed a letter with additional details about the proposed assessments and the meeting schedule. Doorhangers summarizing the proposal and linking to an online recording were also distributed prior to the final meeting. In addition, an online survey was posted to gather input from property owners who were unable to attend the meetings. All five sessions have now concluded, and the City has gathered extensive feedback from property owners across the affected zones.

Ballots will be mailed to property owners in each zone on July 31, 2025, reflecting assessment amounts that align with the feedback received during the outreach process. Further information related to the ballot process and the proposed assessment increases is provided below.

Property owners in LMD Zones T-48, T-62 and T-44 currently pay an annual assessment that has remained unchanged for many years. Due to rising costs associated with maintenance and utilities, the current assessment rates are no longer sufficient to cover ongoing expenses. To support continuous maintenance and future improvements, an increase in assessments rates is being considered.

The Landscape Maintenance Districts in Santa Clarita fund the maintenance and servicing of landscaping improvements in designated areas. Established by Los Angeles County and subsequently annexed by the City, these districts are funded by annual assessments collected from property owners. Due to increased maintenance costs, an adjustment to the current assessments is necessary to ensure the long-term sustainability of these shared spaces.
