The following is the recap from the City Council meeting on Tuesday, December 8, 2020:

Highlights of action taken include:

  • Awarded a two-year contract to MMO Partners for federal legislative advocacy services, in an amount not to exceed $77,000 annually.
  • Adopted a resolution appointing Councilmember Jason Gibbs to the Santa Clarita Board of Library Trustees.
  • Approved the Final Tract Map for Tract No. 73858 – Plum Canyon – for condominium purposes.
  • Approved plans for the Canyon Country Park HVAC Replacement and awarded the construction contract to Western Air Conditioning Co, Inc., in an amount not to exceed $195,690.
  • Awarded a three-year contract for credit card merchant and processing services to MUFG Union Bank, N.A., in an amount not to exceed $170,000.
  • Adopted a resolution amending the budgets for Fiscal Year 2019-2020 and Fiscal Year 2020-2021, and a resolution amending the classification plan and salary schedules, providing changes to benefit contributions for employees and retirees of the City.

  • Awarded a contract for engineering design services to Pavement Engineering, Inc., for the 2020-21 Overlay and Slurry Seal Program, in an amount not to exceed $747,136.
  • Adopted the 2020 Non-Motorized Transportation Plan.
  • Conducted a public hearing on the 2020 Unified Development Code Update.
  • Received a staff report on revisions to the Patios Connection Project.

November 10, 2020

The following is the recap from the City Council meeting on Tuesday, November 10, 2020:

Highlights include:

  • Proclaimed November 14, 2020, as Unity of Community Day, marking one year since the tragic school shooting at Saugus High School and encouraged members of the community to observe the day by attending a virtual remembrance event.
  • Adopted the Santa Clarita 2021 Executive and Legislative Platform, providing guidance to staff on legislative and regulatory issues of interest to the City Council and assisting staff in conducting legislative advocacy at the federal and state levels.
  • Awarded a contract to Spectra Company for the Pioneer Oil Refinery stabilization, including the protection of six structures on the site, for a total contract amount not to exceed $264,758.
  • Adopted an ordinance approving Master Case 19-089, consisting of a General Plan Amendment, Zone Change, Architectural Design Review Permit, Conditional Use Permit, Development Review Permit and Minor Use Permit in association with a proposal for an approximate 156,000 square-foot, three-story self-storage facility located at the southwest corner of Golden Valley Road and Valley Center Drive.
  • Adopted a Resolution approving a Disposition Development Agreement, and Affordable Housing Regulatory Agreement and a Grant Deed to transfer property to Family Promise of Santa Clarita Valley, a local non-profit homeless service provider, for the future development of an affordable housing project inclusive of administrative offices for permanent operations.
  • Conducted a public hearing and approved the proposal for the Bouquet Canyon Project (Master Case 18-089), a residential community consisting of up to 375 attached and detached, two-story, for-sale housing units with related infrastructure, dedicated open space areas, trails, recreation areas and landscape elements located in the community of Saugus.

October 27, 2020

The following is the recap from the City Council meeting on Tuesday, October 27, 2020:

Highlights include:

  • Proclaimed October 23-31, 2020 as Red Ribbon Week, and urged residents to participate in drug prevention education activities, not only during Red Ribbon Week, but also throughout the year.
  • Awarded a two-year contract to Stay Green, Inc., to provide landscape maintenance services to Landscape Maintenance District Zone T51 (Valencia High School) for an amount not to exceed $444,528.
  • Adopted the Santa Clarita Valley Sanitation District’s resolutions approving and accepting the negotiated exchange of property tax revenues resulting from Santa Clarita Valley Sanitation District annexations.
  • Approved the plans and specifications for the Old Town Newhall Library Electronic Book Lockers and amended the City’s existing contract with D-Tech International USA, for a total contract amount not to exceed $220,195.
  • Awarded a contract to Johnson Controls, Inc., for the replacement of the City Hall boiler, for a total contract amount not to exceed $72,500.
  • Awarded a contract to Ramboll US Consulting, Inc., for the development of updates to the City of Santa Clarita Climate Action Plan, for a total contract amount not to exceed $116,600.

October 13, 2020

The following is the recap from the City Council meeting on Tuesday, October 13, 2020:

Highlights include:

  • Proclaimed October 2020 as Filipino American History Month, Breast Cancer Awareness Month and German American Heritage Month.
  • Approved the recommended revisions and deletions to 20 City Council policies and Santa Clarita Public Library policies.
  • Approved the continuation of an existing partnership for compliance with the Municipal Stormwater National Pollutant Discharge Elimination System Permit for a Memorandum of Agreement between the City of Santa Clarita, Los Angeles County and Los Angeles County Flood Control District.
  • Awarded three contracts for Community Development Block Grant – Coronavirus funds: $145,200 to Santa Clarita Valley Committee on Aging for vehicles, meals and groceries to address the nutrition needs of seniors; $54,800 to Bridge to Home SCV for staffing and meals at the temporary shelter located in the Newhall Community Center; and $150,000 to Henry Mayo Newhall Hospital for Rapid COVID-19 Testing.
  • Approved the 2020 Santa Clarita Small Business COVID Relief Grant Program to provide financial reimbursements to small businesses for expenses incurred from business interruption due to COVID-19.
  • Supported the “Save LA Brewers” campaign and the re-opening of indoor operations at the Westfield Valencia Town Center and approved amendments to the Santa Clarita 2020 Legislative Platform to include support for the re-opening of businesses and overall economic development in response to financial hardships experienced due to the COVID-19 pandemic and subsequent public health orders.

September 22, 2020

The following is the recap from the City Council meeting on Tuesday, September 22, 2020:

Highlights include:

  • Proclaimed September 22, 2020, as National Voter Registration Day and encouraged all citizens to ensure they are registered to vote.
  • Approved the updated Public Art Planning and Selection Process to include improvements that have been incorporated in the last four years.
  • Approved a three-year lease agreement with MAGA L.P. for the rental of the property known as The MAIN, in an amount not to exceed $76,800 annually.
  • Conducted a public hearing and adopted an urgency ordinance extending a moratorium on the establishment of new tobacco retailers who sell flavored tobacco products for an additional 12 months or until SB 793 takes effect, whichever is sooner.
  • Discussed the formation of a local Public Health Department and authorized the appropriation of $25,000 to hire a consultant to conduct an analysis on the feasibility of creating and maintaining a local Public Health Department.
  • Approved a Sponsorship Agreement with Trek Bicycle Corporation for naming rights and financial contributions for the newly-opened City of Santa Clarita Bike Park.

The following is the recap from the City Council meeting on Tuesday, September 8, 2020:

Highlights include:

  • Proclaimed September 17-23, 2020, as Constitution Week; September 15-October 15, 2020 as Hispanic Heritage Month and September 2020 as Suicide Prevention Awareness Month and encouraged residents to ensure that individuals, friends and families have access to the resources they need to discuss suicide prevention.
  • Approved the appropriation of ongoing base budget funds for reoccurring maintenance, unanticipated repairs, and one-time work for Landscape Maintenance District Zone T2A, Skyline Ranch, for a total amount not to exceed $30,000.
  • Approved the acquisition of 102 +/- acres of real property in the Eastern Greenbelt area for the preservation of open space, at a total cost of $345,700.
  • Approved the use of a “piggyback” contract for the purchase of janitorial supplies for all City facilities from Waxie Sanitary Supply, for a total amount not to exceed $71,300 annually.
  • Approved onsite construction contract increases for the new Santa Clarita Valley Sheriff’s Station – Phase III B.

August 25, 2020

The following is the recap from the City Council meeting on Tuesday, August 25, 2020:

Highlights include:

  • Proclaimed that the 30th anniversary of the signing of the Americans with Disabilities Act be acknowledged and celebrated by the City of Santa Clarita and the community.
  • Awarded a contract to Cubic Transportation Systems, Inc., for the purchase and installation of TAP Bus Mobile Validators on the local bus fleet, for a total contract amount not to exceed $253,755.
  • Approved the plans and awarded a construction contract to Alfaro Communications Construction, Inc., to modify the traffic signals at intersections along the eastern end of Soledad Canyon Road at five locations, for a total contract amount not to exceed $640,657
  • Approved the acquisition of real property, 4.39 +/- acres of land with a two-story, 92,751 square-foot building in Valencia, at a total cost of $14,495,000.
  • Designated Councilwoman McLean as the voting delegate and Mayor Smyth as the alternate for the 2020 League of California Cities Annual Conference.
  • Discussed memorializing the victims of the November 14 event at Saugus High School, approved adding “In Memoriam of Gracie Muehlberger and Dominic Blackwell” to Central Park entrance signage pending consent from SCV Water and directed staff to consult with the families and report back on design and placement of a monument.

July 14, 2020

The following is the recap from the City Council meeting on Tuesday, July 14, 2020:

Highlights include:

  • Extended the urgency ordinance providing certain eviction protection for residential and commercial tenants arising from financial impacts of the COVID-19 pandemic through August 31, 2020.
  • Opposed Assembly Bill 3269, Senate Bill 1120 and Senate Bill 1385.
  • Approved a three-year agreement with California Institute of the Arts to license two dark fiber strands and lit transport services from the City to Downtown Los Angeles.
  • Adopted an ordinance regarding electronic campaign filing to make campaign finance forms available through a portal on the City’s website to the public immediately after they are filed, creating an extra level of transparency earlier in the process.
  • Approved the plans and specifications and awarded a construction contract for Phase VI of the Sand Canyon Trail, which covers approximately 1,400 linear feet between County of Los Angeles Fire Station 123 and Placerita Canyon Road.
  • Adopted a joint resolution of negotiated exchange of property tax revenue for the proposed Tesoro Del Valle Annexation Area, and a resolution approving the transfer of Tesoro del Valle Annexation area to the City of Santa Clarita.

  • Awarded a construction contract for Median Refurbishment – Via Princessa From Sierra Highway to Jason Drive, Project B3016 for a total contract amount not to exceed $765,683.92.
  • Adopted the Fiscal Year 2020-2021 Annual Operating Budget and Capital Improvement Program.
  • Adopted a resolution approving the Engineer’s Report for the Fiscal Year 2020-21 Annual Levy of Assessments for the Open Space Preservation District.
  • Accepted Community Development Block Grant (CDBG) Coronavirus funds and appropriated $855,759 from the CDBG fund (203) to various expenditure accounts.

  • Awarded a construction contract for Intelligent Transportation System Phase VI, Project C0054 and Phase VII, Project C0052 to Crosstown Electrical and Data, Inc., for a total contract amount not to exceed $2,159,039.
  • Awarded the 2019-2020 Overlay construction contract to Toro Enterprises Inc., for a total contract amount not to exceed $10,896,211.29.
  • Opened a public hearing on the proposed Fiscal Year 2020-2021 Annual Operating Budget and Capital Improvement Program and continued the hearing for adoption at the June 23, 2020, City Council meeting.
  • Adopted a resolution establishing a schedule of fees and charges for City services for Fiscal Year 2020-2021.
  • Conducted a public hearing on the Stormwater Pollution Prevention Fee for Fiscal Year 2020-2021.

  • Approved the purchase of a John Deere 7700A PrecisionCut Fairway Mower in an amount not to exceed $68,674.
  • Amended the City’s eviction moratorium ordinance to extend the eviction moratorium period through June 30, 2020, and payback period to nine months.
  • Directed staff to send a letter, signed by the Mayor, to the Governor in support of the Los Angeles County Variance application and to communicate the City’s support for the Variance with the City’s local, state, and federal delegation.
  • Conducted a public hearing and adopted a resolution to adjust the Consolidated Fire Protection District developer fee in accordance with the Developer Fee Agreement between the City and the Consolidated Fire Protection District of Los Angeles County.

  • Approved the plans and specifications for the 2019-20 Paseo Bridge Maintenance and Painting Program, Project M0132.
  • Awarded the construction contract for Mountain View Park Play Area and Shade Structure, Phase II, Project P4017 to Golden Sun Enterprise, Inc., for a total contract amount not to exceed $512,355.
  • Directed staff to send a letter, signed by the Mayor, to the Los Angeles County Board of Supervisors and the City’s State Representatives regarding potential flexibility in the reopening of local businesses and facilities.

  • Approved the purchase and installation of six sports field lights and associated equipment for the Plum Canyon Park sports field for a total contract amount not to exceed $430,100.
  • Awarded the design-build contract to PlayPower LT Farmington, Inc., for the 2019-20 Playground Equipment Replacement at North Oaks Park, for a total contract amount not to exceed $289,156.
  • Approved the Draft 2020-21 Community Development Block Grant Annual Action Plan and funding recommendations included within the plan.
  • Adopted a resolution amending the schedule of public hearings set forth in the resolution of intention to switch to election by districts based upon the extension of the County Safer at Home Order and California Executive Orders N-34-20 and N-48-20.

  • Supported the Fernandeno Tataviam Band of Mission Indian’s petition for Federal Acknowledgment.
  • Approved updates to the City of Santa Clarita’s Purchasing Policy.
  • Awarded the construction contract to R.C. Becker and Son, Inc., in an amount not to exceed $432,182 to remove and replace damaged sidewalks and driveway approaches and construct access ramps at various locations within the City.

Highlights include:

  • Proclaimed February 2020, as Black History Month in the City of Santa Clarita.
  • Recognized Mike Mazzetti for his service at SCVTV, including his role in live streaming the Saugus Strong vigil so the entire community could participate.
  • Approved Parcel Map No. 82483 – Orchard Village Medical Office Building – and accepted on behalf of the public the offer of dedication of easements for public use and sidewalk purposes.
  • Renewed the Industrial Waste Service Agreement between the City of Santa Clarita and the County of Los Angeles for the enforcement of the City’s Wastewater Ordinance.
  • Awarded contract to Pyro Spectaculars North, Inc., for the 2020 Fourth of July Fireworks Show in an amount not to exceed $30,000 annually.
  • Adopted an ordinance extending the moratorium on the establishment of restaurant drive-throughs through and including January 14, 2021.
  • Approved the City Council Committee Appointments list for 2020.

February 11, 2020

The following is the recap from the City Council meeting on Tuesday, February 11, 2020:

Highlights include:

  • Recognized Los Angeles County Sheriff’s Commander Robert Lewis for his years of exemplary service to the City and Santa Clarita Valley and Bob Siecke, Community Court Coordinator and co-founder of the Santa Clarita Teen Court.
  • Received an award for being named a Silver-Level Bicycle Friendly Community by the League of American Bicyclists for the City’s efforts to build better places to bike.
  • Accepted the donation of +/- 10 acres of real property adjacent to Gateway Ranch, for the purpose of public recreation and open space preservation.
  • Awarded a conceptual design contract to the Southern California Regional Rail Authority (SCRRA), for a total contract amount not to exceed $179,644 for the conceptual design of a grade-separated crossing at the Via Princessa Metrolink Station for both a pedestrian-only and a vehicular and pedestrian crossing to connect the existing parking lot to the future Via Princessa park site.
  • Appointed Councilwoman Marsha McLean as the Delegate and Mayor Pro Tem Bill Miranda as the Alternate to the 2020 Southern California Association of Governments’ General Assembly.

January 28, 2020

The following is the recap from the City Council meeting on Tuesday, January 28, 2020:

Highlights include:

  • Recognized The Signal’s 100th Anniversary and received an annual update from the Santa Clarita Valley Economic Development Corporation.
  • Amended the Fiscal Year 2019-20 Municipal Law Enforcement Services Agreement to convert a Non-Relief 40-Hour Deputy Sheriff to a K9 40-Hour Deputy Sheriff and purchase a specialized K9 vehicle.
  • Approved the Comprehensive Annual Financial Report and other related reports for the fiscal year ending June 30, 2019. Based on the audit performed, Eide Bailly, LLP, issued an unmodified “clean” audit option letter which reflects the best level an organization can receive on its financial statements.
  • Approved plans and specifications and awarded the construction contract to remove and replace damaged pool deck concrete surrounding the activity pool at the Santa Clarita Aquatic Center to Sol Construction, for a total contract amount not to exceed $239,352.
  • Conducted a public hearing and received information regarding the results of the 2020-21 Community Needs Assessment Survey conducted as a part of the Community Development Block Grant (CDBG) Program.

  • Accepted Fiscal Year 2019 Edward Byrne Memorial Justice Assistance Grant (JAG) funds in the amount of $24, 219 from the U.S. Department of Justice, Bureau of Justice Assistance.
  • Awarded the design project to Psomas for the 2019-20 Circulation Improvement Program, which will increase and improve traffic flow at four potential locations and reduce traffic delays at the signalized locations, in an amount not to exceed $130,986.
  • Approved the 2020 Community Services and Arts Grants Committee’s program funding recommendations and directed staff to execute Grant Program Agreements with the agencies approved for funding.
  • Adopted an urgency ordinance for a 45-day moratorium on the establishment of restaurant drive-throughs and directed staff to notice a public hearing for consideration of an extension of the ordinance.
