The following is the recap from the City Council meeting on Tuesday, December 13, 2022:

Highlights of action taken include:

  • Adopted the 2022 California Building Standards Code with local amendments, effective January 1, 2023.
  • Adopted a resolution amending the budgets for Fiscal Year 2021-2022 and Fiscal Year 2022-2023.
  • Awarded a two-year contract to MMO Partners, for federal advocacy services, in the amount not to exceed $77,000 annually.
  • Approved the “piggyback” purchase of renewable green diesel fuel from TACenergy, LLC,  for a total contract amount not to exceed $340,000.
  • Awarded a contract to Michael Baker International, Inc., for the preparation of the Santa Clarita Commerce Center Project Environmental Impact Report (Master Case 20-091), for a total contract amount not to exceed $265,365.
  • Awarded a two-year contract to Stay Green, Inc., to provide landscape maintenance services and as-needed repairs at nine City parks, for a total contract amount not to exceed $855,958.
  • Awarded a design contract to Psomas, for the improvements and expansion of David March Park, for a total contract amount not to exceed $1,276,760.
  • Adopted a resolution to authorize the City of Santa Clarita to work with the State Department of Parks and Recreation to receive a state grant for open space acquisition.

November 22, 2022

The following is the recap from the City Council meeting on Tuesday, November 22, 2022:

Highlights of action taken include:

  • Proclaimed November 2022 as Native American Heritage Month and November 26, 2022, as Small Business Saturday.
  • Approved the Local Appointments List and declared vacancies on the Planning Commission; Parks, Recreation, and Community Services Commission; Open Space Preservation District Financial Accountability and Audit Panel; and the Greater Los Angeles County Vector Control Board.
  • Approved a one-year contract with Los Angeles County to receive Measure H funding in the amount of $193,443 to assist with the construction of Family Promise of Santa Clarita Valley’s interim housing facility and for a Homeless Service Coordinator to implement the 2022 Community Plan to Address Homelessness.
  • Awarded a design contract to Kimley-Horn and Associates, Inc., for the Santa Clarita Sports Complex Buildout, for a total contract amount not to exceed $3,354,798.
  • Approved the purchase and installation of professional grade ice coverings for The Cube – Ice and Entertainment Center, to allow for the hosting of non-ice events, for a total contract amount not to exceed $228,046.
  • Awarded a contract to Sujin Lim, for the Civic Art Project, included with the Central Park Buildout Project, in the total amount of $85,000.
  • Adjourned the meeting in memoriam of Don Edwards.

October 11, 2022

The following is the recap from the City Council meeting on Tuesday, October 11, 2022:

Highlights of action taken include:

  • Proclaimed October 2022 as Breast Cancer Awareness Month and October 19, 2022, as “Support Your Local Chamber of Commerce Day.”
  • Approved an ongoing expenditure authority increase for landscape maintenance contact 21-LMD-18A, held by Stay Green, Inc., for a total annual amount not to exceed $1,318,905.
  • Authorized an increased expenditure authority with Psomas to complete design services for Via Princessa Park, for a total amount not to exceed $4,347,598.
  • Approved the Fiscal Year 2022-23 agreement with the Santa Clarita Valley Committee on Aging in the amount of $625,000, to support home-delivered meals, transit-related services, recreation, health and wellness programs for seniors.

September 27, 2022

The following is the recap from the City Council meeting on Tuesday, September 27, 2022:

Highlights of action taken include:

  • Proclaimed September 15 to October 15, 2022, as Hispanic Heritage Month and October 2022 as German-American Heritage Month.
  • Received a presentation from Southern California Edison on Wildfire Mitigation – Expedited Grid Hardening Plans.
  • Conducted a public hearing, adopted a resolution approving the implementation and financing of the City’s Energy Infrastructure Modernization Program, and awarded an Installation Agreement and Measurement and Verification Agreement to Climatec LLC., in amounts not to exceed $35,129,467 and $28,000, respectively.
  • Approved a Sponsorship Agreement with Kaiser Permanente for the Presenting Level Sponsorship of the Santa Clarita Aquatic Center.
  • Approved the draft Memorandum of Understanding that was negotiated between the City of Santa Clarita and the Service Employees International Union, Local 721.

September 13, 2022

The following is the recap from the City Council meeting on Tuesday, September 13, 2022:

Highlights of action taken include:

  • Committed $300,000 in funding to SCVTV to upgrade the digital historical archive, SCVHistory.com, and authorized staff to initiate a Memorandum of Understanding to transfer ownership of the asset to the City of Santa Clarita and to integrate it into the Santa Clarita Public Library.
  • Awarded a five-year maintenance contract to Java Connections, LLC, in the total amount not to exceed $68,010.45, for Santa Clarita Public Library laptop kiosks, including delivery and installation.
  • Authorized a one-time appropriation in the amount of $40,000 from Drainage Benefit Assessment Areas Fund 351 for needed repairs in DBAA 3.
  • Approved ongoing expenditure increases to various landscape contracts, in the annual cumulative amount of $368,678 for expanded landscape services, as-needed maintenance and repairs, unanticipated work and one-time projects within multiple Landscape Maintenance zones.

Highlights of action taken include:

  • Appointed Councilwoman Marsha McLean as the City’s voting delegate and appointed Mayor Pro Tem Jason Gibbs and Councilmember Bill Miranda as the alternate voting delegate for the 2022 League of California Cities Annual Conference.
  • Awarded a construction contract to R.C. Becker and Son, Inc., for the 2020-21 Circulation Improvement Program, Phase II, Project C0064, for a total contract amount not to exceed $791,944.
  • Awarded a design contract to Pacific Coast Land Design, Inc., for the Newhall Gateway Beautification, Project B2018, for a total contract amount not to exceed $466,758.
  • Adopted a Supplemental Joint Resolution between the City and County of Los Angeles for the proposed Tesoro Del Valle Annexation Area and approved a Park Transfer Agreement for the Tesoro Historic Adobe House.
  • Approved the Fourth Amendment to the Ground Lease Agreement with Santa Clarita Valley Water Agency for the Central Park Sports Facility, extending the lease through January 1, 2038, for an amount not to exceed $500.
  • Adjourned the meeting in-memoriam of Gloria “Glo” Donnelly, Jerry Gladbach, Jack Hannah and Lila Littlejohn.

Highlights of action taken include:

  • Directed staff to finalize an agreement with Greystar (GS Sand Canyon For Rent LLC) for the dedication of a future public street after Louis E. Brathwaite within the Sand Canyon Plaza Mixed Use development.
  • Conducted a public hearing and adopted a resolution to allow for the expansion of Eternal Valley Memorial Park.
  • Awarded a two-year landscape maintenance contract to Stay Green, Inc., to provide landscape maintenance services to Veterans Historical Plaza and the Newhall Community Center for a total amount not to exceed $53,280.
  • Awarded two-year landscape maintenance contracts to American Heritage Landscape, Inc and Stay Green, Inc to provide landscape maintenance services to Landscape Maintenance District Zone 18 (Valencia Town Center) and Landscape Maintenance District Zone 32 (Vista Canyon Ranch), in amounts not to exceed $563,966 and $434,000, respectively.
  • Awarded a construction contract to Cybertech Construction Company, Inc. for Phase II of the City Hall Restrooms Remodel, in an amount not to exceed $432,543.
  • Renewed a five-year internet connection contract with Crown Castle Fiber LLC, in the amount of $300,000, for the City’s lease of two dark fiber strands, connecting the City of Santa Clarita to Downtown Los Angeles.
  • Awarded a design contract to Dokken Engineering in an amount not to exceed $384,753 to increase and improve traffic flow at the Valencia Boulevard/McBean Parkway and Valencia Boulevard/Mall Entrance intersections.
  • Adjourned the meeting in-memoriam of Jami Kennedy, the Santa Clarita Valley’s 1989 Woman of the Year.

  • Received a presentation of the 2022 Public Opinion Poll Results.
  • Conducted a second public hearing and adopted the Fiscal Year 2022-2023 Annual Operating Budget and Capital Improvement Program.
  • Adopted a resolution calling and giving notice of the General Municipal Election to be held November 8, 2022, for seats currently held by Laurene Weste, Marsha McLean, and Bill Miranda.
  • Awarded two-year Landscape Maintenance Contracts to Oakridge Landscape Inc. for the maintenance of LMD Zone T2A (Skyline Ranch) and to American Heritage Landscape, Inc. for the maintenance of LMD Zone T52 (Stonecrest) in amounts not to exceed $104,404 and $275,885, respectively.
  • Approved a construction contract to Pardess Air Inc, for Transit Maintenance Facility Equipment Upgrades – Phases I and III, Project M1033. for a total amount not to exceed $569,800.
  • Awarded construction contracts to HELIX Environmental Planning, Inc. for the McBean Parkway Bridge Environmental Mitigation, Project R1005 and the Newhall Ranch Road Bridge Environmental Mitigation, Project R1006, for total contract amount not to exceed $946,505 and $1,181,451, respectively.
  • Approved the acquisition of real property acquisition of 200 +/- acres in Los Angeles County, adjacent to Haskell Canyon Open Space in a total contract amount not to exceed $1,635,500.
  • Dedicated an easement to the Santa Clarita Valley Water Agency for the Castaic Conduit Bypass Pipeline Project.

June 14, 2022

The following is the recap from the City Council meeting on Tuesday, June 14, 2022:

Highlights of action taken include: 

  • Opened a public hearing on the proposed Fiscal Year 2022-23 Annual Operating Budget and Capital Improvement Program and scheduled the budget for adoption at the June 28, 2022, City Council Meeting.
  • Conducted a public hearing and adopted a resolution establishing an updated schedule of fees and charges for City services, including a 6.57% increase to certain fees, consistent with the December year-end Consumer Price Index.
  • Adopted a resolution approving an Agreement with Burrtec Waste Industries, Inc. to provide residential and commercial garbage, recyclable materials, and organic waste collection services, for a 10-year base term beginning on July 1, 2023 and ending on June 30, 2033.
  • Supported the following piece of legislation: Assembly Bill 2142.
  • Opposed the following pieces of legislation: Assembly Bill 1797, Assembly Bill 2295, Senate Bill 866, and Senate Bill 1479.
  • Adopted a resolution appointing Councilmembers Miranda and Smyth to the Santa Clarita Board of Library Trustees for a three-year term, expiring June 30, 2025.
  • Awarded Landscape Maintenance Contracts to Oakridge Landscape, Inc, to provide maintenance services for LMD Zone 15 (River Village) and LMD Zone 16 (Valencia Industrial Center) in amounts not to exceed $244,942 and $267,562, respectively.

May 24, 2022

The following is the recap from the City Council meeting on Tuesday, May 24, 2022:

Highlights of action taken include:

  • Conducted a public hearing, authorized the City Manager to enter into a Pre-Annexation agreement and an Open Space Maintenance and Management Agreement with BLC Tesoro, LLC, and adopted a resolution authorizing BLC Tesoro, LLC, to pursue the use of Bond Opportunities for Land Development (BOLD) program through the California Municipal Finance Authority to levy special taxes for the Tesoro Highlands development.
  • Adopted resolutions approving amendments with USA Waste of California, Inc. (Waste Management) and Burrtec Waste Industries, Inc. to reflect waste hauling rate adjustments.
  • Awarded a construction contract to Slater Waterproofing, Inc., for the 2021-22 Paseo Bridge Maintenance and Painting Program for a total contract amount not to exceed $412,384.
  • Awarded a contract to Michael Baker International for professional services and environmental review for the Town Center Specific Plan for a total contract amount not to exceed $499,998.
  • Awarded a construction contract to California Commercial Pools to remodel and replace damaged pool deck concrete surrounding the 25- and 50- meter pools and subsequently re-plastering both pools at the Santa Clarita Aquatic Center, for a total contract amount not to exceed $2,962,080.

May 10, 2022

The following is the recap from the City Council meeting on Tuesday, May 10, 2022:

Highlights of action taken include:

  • Awarded a contract to Way Sine for the replacement and installation of real-time bus information units in an amount not to exceed $465,419.
  • Awarded a three-year contract to Taft Electric Company to provide recurring streetlight maintenance services for an annual amount of $120,000 plus an additional $480,000 in contract expenditure authority for as-needed services arising from emergencies and streetlight knockdown replacements, for a total contract amount not to exceed $1,800,000.
  • Awarded the design contract for Saugus Phase I – Bouquet Canyon Trail to Central Park to Dokken Engineering for a total contract amount not to exceed $160,671.
  • Adopted ordinances updating sections Chapter 11.37 related to peddlers and sidewalk vendors and Chapter 14.06 related to parks and public places of the Santa Clarita Municipal Code.
  • Conducted a public hearing and adopted the Housing Element and Safety Element Updates to ensure compliance with State law.

Highlights of action taken include:

  • Awarded a contract to United Safety and Survivability Corporation for the purchase and installation of UV air disinfection systems on the City’s transit fleet for a total amount not to exceed $456,121.
  • Approved two, three-year, agreements with the Santa Clarita Community College District, for the Santa Clarita Performing Arts Center at College of the Canyons, and the Newhall School District, for the Newhall Family Theatre for the Performing Arts.
  • Conducted a public hearing and introduced and passed to a second reading an ordinance for the Old Town Newhall Specific Plan Update.
  • Approved a resolution to support the recall of Los Angeles County District Attorney George Gascón.
  • Introduced and passed to a second reading an ordinance to amend Chapter 11.37, related to sidewalk vendors, and Chapter 14.02, related to parks and public places, of the City’s Municipal Code.

Highlights of action taken include:

  • Approved a settlement agreement related to the California Voting Rights Act lawsuit and will institute district-based elections for the City Council seats, starting with the 2024 City Council election.
  • Awarded a design contract to Anil Verma Associates, Inc., to design the Santa Clarita Roller Skating Rink in an amount not to exceed $356,180.
  • Approved plans and specifications for the 2021-22 Overlay A and B project and Slurry Seal project.
  • Conducted a public hearing and adopted a resolution to adjust the Consolidated Fire Protection District developer fee from $1.3120 per square foot to $1.4316 per square foot in accordance with the Developer Fee Agreement between the City and the Consolidated Fire Protection District of Los Angeles County.

  • Opposed the following pieces of state legislation: Assembly Bill 2097, Senate Bill 897, and Senate Bill 1067.
  • Supported the following pieces of state legislation: Senate Bill 485 and Senate Bill 1108.
  • Awarded a construction contract to C & W Construction Specialties, Inc., for a total contract amount not to exceed $850,950, for the 2017-18 Highway Safety Improvement Citywide Guardrail Project.
  • Awarded a design contract to Kimley-Horn and Associates, Inc., for a total contract amount not to exceed $102,500, for Newhall Area Mobility Enhancements.
  • Awarded a construction contract to FS Contractors, Inc., for a total contract amount not to exceed $554,469, for the 2021-22 Annual Concrete Rehabilitation Program.
  • Adopted a Tax Equity and Financial Responsibility Act resolution approving the issuance of tax-exempt obligations by the California Municipal Finance Authority for the benefit of the HumanGood Affordable Housing.

  • Adopted a resolution approving a Notice of Intent to Comply with Senate Bill 1383, relating to organic waste and reduction regulations.
  • Approved the purchase of a 2023 Freightliner M2 112 CNG dump truck, in an amount not to exceed $221,959.
  • Supported a ballot initiative that proposes to allow for City and county land-use and zoning laws to override conflicting state laws.

  • Approved the 2022 Community Services and Arts Grants Committee’s program funding recommendations.

January 11, 2022

The following is the recap from the City Council meeting on Tuesday, January 11, 2022:

Highlights of action taken include:

  • Proclaimed January 17, 2022, as Martin Luther King, Jr. Day.
  • Conducted a second reading and adopted an ordinance amending Section 2.08.100 of the City’s Municipal Code to state that the removal of the City Manager shall change from a majority vote to a 4/5 vote of the whole Council in a regular Council meeting.
  • Adopted a resolution to establish a 275-foot No Stopping Any Time zone on the east side of Gregory Lane, south of Collins Road and a 250-foot No Stopping Any Time zone on the west side of Gregory Lane, south of Collins Road.
  • Awarded a contract to Michael Baker International, for a total contract amount not to exceed $420,957, for the preparation of the Blackhall Studios Project Environmental Impact Report.
  • Introduced and passed to second reading an amendment to the Unified Development Code for the regulation of two-unit residential development and urban lot split projects for parcels zoned for single-family uses to comply with state law.
