December 8, 2015

The following is the recap from the City Council meeting on Tuesday, December 8, 2015:

Prior to the regular meeting, the City Council voted Bob Kellar for Mayor in 2016 and Dante Acosta as Mayor Pro-Tem in 2016 at a special meeting.

CONSENT CALENDAR—Highlights of the Consent Calendar included:

  • Adoption of the Santa Clarita 2016 Legislative Platform which provides guidance to staff on legislative and regulatory issues of interest to the City Council, state and federal governments
  • Transmitting letters of support to several state representatives and committees regarding the San Gabriel Mountains National Recreation Area and Monument.
  • Adoption of the summary vacation of storm drain easements in Golden Valley Ranch Commercial Center
  • Approval of the plans for the Newhall Avenue and Railroad Avenue Street Improvement and Signal Modification Project
  • Adoption of an update to the City’s Unified Development Code to ensure consistency with federal and state regulations
  • Approval of the purchase of four CNG-powered Dial-A-Ride vehicles

In the NEW BUSINESS portion of the meeting, the City Council adopted a resolution amending the Budget for Fiscal Year 2014-2015 and 2015-2016.

November 24, 2015

The following is the recap from the City Council meeting on Tuesday, November 24, 2015:

CONSENT CALENDAR—Highlights of the Consent Calendar include:

  • Approval of the Fiscal Year 2015-2016 Citizens’ Option for Public Safety (COPS) grant
  • Approval to purchase two Automatic License Plate Reader (ALPR) trailers
  • Sending of a letter to the LA2024 Bid Committee and Mayor Eric Garcetti supporting the City of Los Angeles’ bid to host the 2024 Summer Olympics
  • Adoption of a resolution to establish a 50mph speed limit on Golden Valley Road, between Newhall Ranch Road and 70 feet north of Claremore Way

The City Council also held a PUBLIC HEARING regarding an update to the City of Santa Clarita’s Unified Development Code to ensure consistency with federal and state regulations.

November 10, 2015

The following is the recap from the City Council meeting on Tuesday, November 10, 2015:

CONSENT CALENDAR—Highlights of the Consent Calendar included:

  • Approval to purchase a portion of 24650 Avenue Rockefeller for the construction of an ADA compliant access ramp along the west side of the San Francisquito Creek Trail
  • Approval of an update to the City of Santa Clarita Local Hazard Mitigation Plan
  • Renewal of an LMD contract with ValleyCrest Landscape Maintenance
  • Adoption of an ordinance to grant Valencia Water Company a water franchise

The City Council also held a PUBLIC HEARING regarding the establishment of a Drainage Benefit Assessment Area at the Five Knolls development project.

In the UNFINISHED BUSINESS section of the meeting, the City Council discussed the California Public Utilities Commission Net Energy Metering Successor Program.

In the NEW BUSINESS section of the meeting, the City Council  introduced and passed to a second reading of an ordinance concerning terms of office of the three City Commissions and the Financial Accountability and Audit Panel due to the change in date of the General Municipal Election.

October 27, 2015

The following is the recap from the City Council meeting on Tuesday, October 27, 2015:

CONSENT CALENDAR—Highlights of the Consent Calendar included:

  • Approval of contracts for the continuation of Santa Clarita America’s Job Center program.
  • Approval of the extension of the Temporary Bin and Roll Off Franchise agreements, ranger patrol services in Santa Clarita open spaces, and extending the Performing Arts Center MOU.
  • Awarding of a contract for stormwater services and approving the sharing of costs with LA County and LA County Flood Control District.
  • Awarding of contract for the 2015-16 Annual Overlay and Slurry Seal Program.
  • Adopting of a resolution to designate agents to execute and file applications to California Governor’s Office of Emergency Services.
  • Awarding of a contract for the Old Orchard Park Design.
  • Approving the purchase of two new scoreboards for the Santa Clarita Aquatics Center.
  • Approval of amendments to the City of Santa Clarita Records Retention Schedule.
  • Awarding contracts to Stay Green, Inc. for maintenance of several LMD zones.

The City Council also held a PUBLIC HEARING and introduced an ordinance to grant Valencia Water Company a water franchise.  Under the NEW BUSINESS section, the Council continued the Net Energy Successor program to the meeting of November 10.

October 13, 2015

The following is the recap from the City Council meeting on Tuesday, October 13, 2015:

CONSENT CALENDAR—Highlights of the Consent Calendar included:

  • Adoption of an ordinance prohibiting the use of electronic smoking devices in the public places such as City buildings, parks and within buses operated by Santa Clarita Transit
  • Approving the construction for a groundwater monitoring well at the Valencia Library by the Castaic Lake Agency
  • Renewal of maintenance contracts with Stay Green Inc. and American Heritage for continued landscape services within multiple landscape maintenance district areas throughout the City

The City Council also continued the scheduled public hearing regarding an ordinance granting a water franchise agreement to Valencia Water Company to their meeting of October 27, 2015.

The following is the recap from the City Council meeting on Tuesday, September 22, 2015:

CONSENT CALENDAR—Highlights of the Consent Calendar included:

  • Adopting an ordinance to provide streamlined permitting for small residential rooftop solar energy systems
  • Accepting a grant for $21,681 to support crime prevention and control
  • Modified the budget for the Main Street Holiday Decoration Program
  • Taking action to oppose California Senate Bill 254, which would revise the process for relinquishment of portions of state highways to local agencies and California Assembly Bill 806 which would eliminate permitting requirements for the installation of broadband antennas
  • Awarding a contract to Union Bank for commercial banking services

Finally, the City Council approved an ordinance addressing the use of electronic smoking devices in the workplace, in public places and at City facilities including public parks and open spaces.

  • Approving plans for the Lost Canyon Road Bridge Widening Project.
  • Approving the Excess Bond Proceeds Expenditure Agreement, transferring funds from the Successor Agency to the City.

July 14, 2015

The following is the recap from the City Council meeting on Tuesday, July 14, 2015:

  • Appointing Mayor McLean as the voting delegate for the 2015 League of California Cities Annual Conference.
  • Adopting a formal position of support for only fully underground alignments within the Palmdale to Burbank Project Section of the California High-Speed Rail Authority Project.
  • Acquiring approximately 90.15 acres in Placerita Canyon for Open Space.
  • Adoption of an ordinance amending changes to the Santa Clarita Municipal Code concerning rent adjustment procedures for manufactured home parks.
  • The expansion of the YMCA and the addition of a new senior center and 154 age-restricted detached condominiums in Five Knolls.
  • Authorized an Exclusive Negotiation Agreement with Laemmle Theatre for the potential development of the City-owned block on Main Street.
  • Approved Master Plan for the redesign of Old Orchard Park.

The following is the recap from the City Council meeting on Tuesday, June 23, 2015:

CONSENT CALENDAR—Highlights of the Consent Calendar included:

  • Award of construction contract for the Sierra Highway Intersection Improvement Project.
  • Approval of support of Alternate D of the National Park Service Rim of the Valley Draft Special Resource Study and Environmental Assessment

The Consent Calendar also included the City Council’s approval of the Fiscal Year 2015-2016 Annual Operating Budget and Capital Improvement Program.

The Council also held Public Hearings for:

  • The annexation of parcels into Landscape Maintenance District No. 1 and Streetlight Maintenance District No. 1
  • Removal of the historic designation from the Star Oil House, accepting the donation of the property and approving the demolition of these structures, with provisions providing the Santa Clarita Historic Committee with a 30-day period to research history of the second structure located on this property prior to demolition

In the “Unfinished Business” portion of the meeting, the City Council approved and passed to second-reading an ordinance updating the Manufactured Home Park Rental Adjustment Procedures.

June 9, 2015

The following is the recap from the City Council meeting on Tuesday, June 9, 2015:

CONSENT CALENDAR—Highlights of the Consent Calendar included:

  • Adoption of resolution authorizing a Grant Application to the Los Angeles County Regional Parks and Open Space District for improvements at the future Canyon Country Community Center site.
  • Approval of planned improvements at Pacific Crest Park including a restroom facility, a six-foot wide concrete perimeter path and a drinking fountain.

The City Council also approved the acquisition of:

  • Property to enhance the City’s on-going efforts to increase the multi-use trail along Sand Canyon Road.
  • 60 acres in Quigley Canyon to increase open space and create connectivity to trails throughout the canyon.

The Council also held several Public Hearings on matters which included:

  • Consideration of the proposed Fiscal Year 2015-2016 Annual Operating Budget and Capital Improvement Program.
  • Approval of multiple engineer’s reports relating to the City’s Landscape Maintenance, Streetlight Maintenance, and Open Space Preservation Special Districts.

Under the “New Business” portion of the meeting, the City Council approved a Development Agreement for the construction of a 30-unit, income-restricted housing development on Newhall Avenue.

  • Adoption of Low Impact Development (LID) Ordinance for urban stormwater reduction.
  • Approval of plans for Annual Overlay and Slurry Seal Program and awarding of contracts for construction and management services.
  • Adoption of amendments authorizing rate adjustments for the City’s existing Franchised Solid Waste Service Providers.

The Consent Calendar also included the City Council’s consideration of resolutions which initiated proceedings for the levy and collection of assessments for Fiscal Year 2015-2016 for the City’s:

The following is the recap from the City Council meeting on Tuesday, May 12, 2015:

CONSENT CALENDAR – APPROVED AS ONE INDIVIDUAL COUNCIL ACTION

Highlights of the Consent Calendar included:

  • Approval of purchase of two compressed natural gas (CNG) trucks for the Streets Division.
  • Adoption of amendments and additions to the City’s Municipal Code regarding massage parlors and aggressive solicitation.
  • Awarding of a contract for contractual tree maintenance.
  • Adoption of City of Santa Clarita’s Fiscal Year 2015-16 Statement of Investment Policy.
  • Approval of the Draft 2015-2016 Annual Action Plan and the Community Development Block Grant.

During the Public Hearings portion of the meeting, the City Council reviewed the Low Impact Development Ordinance as a requirement of the City’s State-issued Municipal Stormwater Permit.

During the New Business portion of the meeting, the City Council took the following actions:

  • Awarded a contract to prepare an independent report and to evaluate the proposed roadway options in the Master’s College Master Plan Modification Project.
  • Directed staff to move forward with the naming of the Golden Valley Road/State Route 14 Bridge in honor of community leader Connie Worden-Roberts.

The following is the recap from the City Council meeting on Tuesday, April 28, 2015:

CONSENT CALENDAR – APPROVED AS ONE INDIVIDUAL COUNCIL ACTION

Highlights of the Consent Calendar included:

  • Approval of the Parcel Map located at the east corner of Bouquet Canyon Road and Plum Canyon Road.
  • Adoption of a resolution to annex parcels into Streetlight Maintenance District No. 1.
  • Adoption of a resolution for annexations and creation of a new zone in Landscape Maintenance District No. 1 for the Five Knolls development project.
  • Awarding of a contract for utility billing and franchise fee audit services.  
  • Awarding of a contract to for the maintenance and support of the City’s Transit Information Network. 

NEW BUSINESS

The City Council considered three changes to the City’s Municipal Code and took the following actions:

  • Amended Chapter 5.08, limiting the operation hours of massage parlors.
  • Added Chapter 35 to Title 11, preventing aggressive solicitation on public property.

These two recommended amendments will be considered for final approval and adoption at the next Council Meeting.

  • On matters relating to the City’s Municipal Code concerning tobacco control, the City Council directed City staff to reevaluate proposed changes and bring this back to the Council for consideration at a later date.

The following is the recap from the City Council meeting on Tuesday, April 14, 2015:

CONSENT CALENDAR – APPROVED AS ONE INDIVIDUAL COUNCIL ACTION

  1. Approval of Joint City Council and Board of Library Trustees minutes from the March 24, 2015 meetings.
  2. Adopt the recommendation of the City Council Legislative Subcommittee to support the continued operation of the Los Angeles Air Force Base and the Space and Missile Systems Center and transmit letters of support to the Secretary of Defense, Secretary of the Air Force, Santa Clarita’s federal legislative delegation, Los Angeles Mayor Eric Garcetti and the Los Angeles Board of Supervisors.
  3. Adopt the recommendation of the City Council Legislative Subcommittee to support Assembly Bill 266 (Cooley), related to the regulation of medical marijuana, and transmit letters to support to Assembly Member Ken Cooley, Santa Clarita’s state legislative delegation, appropriate legislative committees, Governor Brown and the League of California Cities.
  4. Adopt the recommendation of the City Council Legislative Subcommittee to support Assembly Bill 46 (Lackey), which increases penalties for possession of controlled substances commonly referred to as “date rape” drugs, and transmit letters of support to Assembly Member Tom Lackey, Santa Clarita’s state legislative delegation, appropriate legislative committees, Governor Brown and the League of California Cities.
  5. Adopt the recommendation of the City Council Legislative Subcommittee to oppose Governor Brown’s Redevelopment Dissolution Proposal and transmit letters of opposition to Governor Brown, Santa Clarita’s state legislative delegation, appropriate legislative committees and the League of California Cities.
  6. City Council adopt the City Council Legislative Subcommittee’s recommendation of an “oppose” position for Assembly Bill 278 (Hernandez), which would require a district-based election to be imposed for the election of the members of the governing body of cities with a population of 100,000 or more, based upon the latest census; and transmit position statements to Assembly Member Hernandez, Santa Clarita’s state legislative delegation, appropriate legislative committees, Governor Brown, and the League of California Cities.
  7. Approve the plans and specifications for the John Russell Drive Pedestrian Bridge Replacement (Project S1042), which will replace the existing timber pedestrian bridge crossing John Russell drive with a prefabricated steel-truss bridge, and award construction contract to Toro Enterprises, Inc.
  8. Adopt resolution to restrict commercial vehicle use on Sand Canyon Road between Sierra Highway and Soledad Canyon Road.
  9. Approve the renewal of support for the Santa Clarita Valley Economic Development Corporation for business attraction and retention activities, and continue funding for three years.
  10. Approve an increase to the expenditure authority of the City’s contract with Stay Green, Inc. in order to maintain regular tree-pruning maintenance and continue performing extra tree work as necessary for City capital projects.

March 24, 2015

The following is the recap from the City Council meeting on Tuesday, March 24, 2015:

CONSENT CALENDAR

  1. Approval of Joint City Council and Board of Library Trustees minutes from the March 10, 2015 meetings. – Approved
  2. Approve the proposed Sewer System Management Plan document, which was updated to remain in compliance with the terms of the California Water Resources Control Board permit – Approved
  3. Award contract to MNS Engineers, Inc. for the Railroad Avenue Bike Trail Design Concept which will study the proposed Class 1 bike trail along the east side of Railroad Avenue from Lyons Avenue to Oak Ridge Drive. – Approved 
  4. Approve acquisition of 173.54 acres of property for open space preservation and the improvement of trail connectivity throughout the Newhall Pass. – Approved 
  5. Approve plans for and award contract to A.M.G., Inc. for the North Oaks Park and Valencia Glen Park Pool Renovations Project which will improve safety and efficiency in both pools. – Approved
  6. Award contract to ValleyCrest Landscape Maintenance for the purchase and installation of 80 smart irrigation controllers to support operations in Landscape Maintenance District Zones transferred to the City from Los Angeles County in 2012. – Approved
  7. Check register No. 6 – Approved

NEW BUSINESS

8.   Receive report from staff informed by Redflex Traffic Systems, Inc. and discuss alternatives for the Red-Light Photo Enforcement Program. – The City Council approved Alternative Action No. 3 allowing for the expiration of the current contract with Redflex Traffic Systems, Inc., and discontinue the Red-Light Photo Enforcement Program.
9.   Request Los Angeles Interoperable Communications System conduct a public outreach to residents and property owners who will be affected by all proposed LA-RICS telecommunications tower sites within in the City of Santa Clarita, and to respond to, address and remediate concerns raised, and consider an alternative site location for the proposed tower at Fire Station 108. Request the Los Angeles County Board of Supervisors take action to prohibit the co-location of commercial communication equipment at LA-RICS towers. Adopt a resolution to withdraw the City of Santa Clarita from membership in the LA-RICS Joint Powers Authority. – The City Council took action to authorize the preparation of a letter to the Los Angeles County Board of Supervisors indicating the Council’s opposition to the construction of telecommunication towers sites anywhere in the City of Santa Clarita and adopted a Resolution formally withdrawing the City as a member of the Los Angeles Regional Interoperable Communications System Joint Powers Authority.

March 10, 2015

CONSENT CALENDAR – Approved by unanimous vote with the exception of Item 7, which was continued by the City Council for consideration at a future meeting

  1. Approval of Joint City Council and Board of Library Trustees minutes from the February 24, 2015 meetings.
  2. Reading of ordinance titles.
  3. Adopt resolution establishing no-stopping anytime zones on Megan Drive between Brandon Circle and Gary Drive.
  4. Adopt resolutions approving and accepting the negotiated exchange of property tax revenues resulting from Santa Clarita Valley Sanitation District Annexation No. 1077.
  5. Approve resolution authorizing the reassignment of a temporary bin and roll-off service franchise from Crown Disposal Co. Inc. to Recology Los Angeles.
  6. Approve the purchase of real property located at 28111 Sand Canyon Road for future infrastructure and right of way.
  7. Adopt resolution authorizing the City to join the California Enterprise Development Authority (CEDA) and join commercial PACE programs through CEDA and California Statewide Communities Development Authority (CSCDA). This matter was continued by the City Council for consideration at a future meeting
  8. Renew contract to Oakridge Landscape, Inc. for landscape maintenance services in Landscape Maintenance District Zones 7 (Creekside), 19 (Bridgeport/Bouquet), and T1 (Faircliff).

PUBLIC HEARINGS

10.  Conduct a public hearing and receive information regarding the results of the annual Community Needs Assessment conducted as part of the Community Development Block Grant Program. – Approved

UNFINISHED BUSINESS

11.  Second reading and adoption of an ordinance of the City Council of the City of Santa Clarita, amending Chapter 6.02 – Manufactured Home Park Rental Adjustment Procedures. – This matter was continued by the City Council for consideration at a future meeting.

NEW BUSINESS

12.  Provide direction to staff regarding whether to request an extension to the comment period for the Santa Clarita Valley Sanitation District’s Draft Supplemental Environmental Impact Report for Alternative Deep Well Injection Site, and whether to request consideration of alternative solutions to the proposed deep well injection site.  The City Council approved the following motions:

    • The City Council requests the District Board permanently withdraw the currently proposed deep well injection site and look for alternative locations for deep well injection not near homes and suspend further DSEIR comments on this proposed site, allowing appropriate time for input and EIR needs for another site. 
    • In the event that the DSEIR having to do with the deep well injection at this site is not canceled, the City Council requests a 120-day extension.
    • Encourage pursuit with the state to have the TMDL limit raised to a reasonable level and/or a moratorium on fines until a viable project is selected concurrent with the District moving forward with meeting the benchmarks set by the State Water Board.

CONSENT CALENDAR – APPROVED BY COUNCIL ACTION* 

  1. Approval of Joint City Council and Board of Library Trustees minutes from the January 13, 2015 meetings.
  2. Read titles of all ordinances that appear in the public agenda in accordance with Government Code Section 36934.
  3. Adopt resolution for the summary vacation of the public right-of-way known as Market Street, along the Santa Clarita Valley Senior Center frontage, and reserve easements for public utility purposes.
  4. Award contract to Peterson-Chase General Engineering Construction, Inc. for the Annual Bridge Preventive Maintenance Program which provides preventative maintenance and repairs to various bridges in the City.
  5. Award contract to FS Construction for the Newhall Avenue Highway Safety Improvement Program which will improve the overall safety of Newhall Avenue by upgrading the pedestrian crossings at three locations with pedestrian bulb-outs, realigning existing crosswalks and modifying existing pedestrian ramps to bring them into compliance with the Americans with Disabilities Act.
  6. Award contract to Draper Construction for the City Hall Access Improvements project which will construct modifications to existing concrete ramps and walkways, install metal handrails, apply an emulsion seal coat on the parking lot, provide new signing and striping, and make minor landscape repairs.
  7. Approval of Final Tract Map for Tract No. 60258-02 located west of Golden Valley Road and north of Newhall Ranch Road, and accept on behalf of public the offers of easements for sanitary sewer and sanitary sewer ingress and egress purposes, covered storm drains, appurtenant structures, the easements for flood control purposes, and the right, but not obligation to prohibit any and all allowable uses within open space.
  8. Approve the Community Services and Arts Grant Committee’s project recommendations for Fiscal Year 2014-2015. Approve Canyon Theatre Guild’s Art Grant.
  9. Adopt ordinance to approve the Soledad Canyon Road Corridor Plan which will update Santa Clarita’s zoning regulations and zoning map for the Soledad Canyon Road corridor, and result in a document that will guide future development within the planning area.
  10. Approval of the Local Appointments List, in concordance with “The Maddy Act” which requires the legislative body to prepare a list of appointments of all ongoing boards, commissions and committees appointed by City Council.
  11. Award contract to Motor Coach Industries for the purchase and delivery of five, 45-foot compressed natural gas (CNG) powered commuter buses.
  12. Approval of the Comprehensive Annual Financial Report and other related reports for fiscal year ending June 30, 2014.
