Highlights of action taken include:

  • Approved a resolution terminating the existence of the Local Emergency pertaining to COVID-19.
  • Adopted the Santa Clarita 2022 Executive and Legislative Platform.
  • Adopted a resolution authorizing the City to opt-in to national settlement agreements with distributors of opioids, AmerisourceBergan, Cardinal Health, and McKesson, and opioids manufacturer Janssen.
  • Awarded a contract to Zen Clean Energy Solutions, for a total contract amount not to exceed $400,290, for Bus Hydrogen Refueling Station Consulting and Project Management Services.
  • Awarded a contract to EnvisionWare, Inc., for a total contract amount not to exceed $357,818, for the purchase and installation of three automated book sorters for the Santa Clarita Public Library.
  • Adopted a resolution authorizing the street name change of Auto Center Drive to Cheri Fleming Auto Center Drive, in honor of local philanthropist Cheri Fleming.
  • Awarded a one-year contract to Woods Maintenance Services, Inc., for a total contract amount not to exceed $150,000, for encampment clean-up services.

Highlights of action taken include:

  • Proclaimed November 25, 2021, to December 10, 2021, as the “16 Days of Activism” against violence against women and girls.
  • Received an update on local Accelerated Grid Hardening Plans from representatives of Southern California Edison (SCE).
  • Awarded the design contract to Psomas, for a total contract amount not to exceed $1,097,645, for the Via Princessa Park Master Plan and Access Studies using the Measure W Municipal Program Fund.
  • Awarded a three-year contract with Recyclist, for a total contract amount not to exceed $71,447, for solid waste compliance software programs.
  • Discussed and directed staff to send a letter to Los Angeles County Supervisor Kathryn Barger requesting that both parties begin formal discussions regarding the transfer of ownership and operations of William S. Hart Regional Park to the City.
  • Adopted a resolution to authorize the City to execute a Joint Powers Agreement to facilitate Workforce Housing for the Skycrest Apartments.

  • Proclaimed November 2021, as “Family Court Awareness Month.”
  • Accepted Fiscal Year 2021 Edward Byrne Memorial Justice Assistance Grant (JAG) funds in the amount of $23,070, from the U.S. Department of Justice, Bureau of Justice Assistance.
  • Approved and authorized the City Manager or designee to execute a 15-year lease agreement with The Master’s College and Seminary for Creekview Park.
  • Awarded a professional services agreement to Climatec, LLC, at no cost to the City, for the development of an investment grade audit of City facilities for future consideration of energy efficiency upgrades.
  • Awarded a contract to Dudek, for a total contract amount not to exceed $263,956, for the preparation of the Wiley Canyon Environmental Impact Report.

October 26, 2021

The following is the recap from the City Council meeting on Tuesday, October 26, 2021:

Highlights of action taken include:

  • Awarded a three-year contract to CivicPlus, LLC, for a total contract amount not to exceed $179,069, for software and upgrades, user licenses, and maintenance associated with the City’s current recreation management system.
  • Awarded a one-year contract to GoGov, Inc., for a total contract amount not to exceed $125,218, for software and upgrades, user licenses, and maintenance associated with the City’s current citizen relationship management system.
  • Approved the purchase of a John Deere 1600 commercial series mower, a Ford F-250 super duty truck with utility bed, and a Ford F-350 truck with a flatbed and power washer.
  • Approved the City’s Arts Master Plan Update.
  • Adopted a resolution authorizing the State of California to administer Emergency Rental Assistance 2 funding on behalf of the City.
  • Adopted a resolution authorizing the City Manager, or designee, to file applications and administer grant funds from the Los Angeles County Regional Park and Open Space District for Measure A funded projects and programs.

  • Accepted, on behalf of the public, the following offers of dedication for Tract No. 50283-03 (Needham Ranch, Phase II):
    • The easement for public use and road purposes.
    • The easement for sidewalk purposes.
    • The easement for sight distance purposes.
    • All sanitary sewers and appurtenant structures.
    • The easements for covered storm drain, appurtenant structures, ingress and egress purposes.
    • The right to prohibit any and all allowable uses within open space.
    • The right to restrict direct vehicular ingress and egress to Needham Ranch Parkway.
  • Awarded a one-year contract to DeAngelo Brothers, LLC for a total contract amount not to exceed $291,264, to provide trash maintenance and general bus stop cleaning services.
  • Approved, with modifications to the wording of the plaque, the Santa Clarita Valley Veterans Memorial, Inc.’s request to add a plaque honoring Bill Reynolds at the Veterans Historical Plaza.
  • Adopted a resolution in support of California Cities for Local Control’s actions to further strengthen local control as it relates to local zoning and housing issues.

  • Proclaimed September 28, 2021, as “National Voter Registration Day”.
  • Proclaimed October 2, 2021, as “Rubber Ducky Festival Day”.
  • Awarded a construction contract to Spectrum Construction Group, Inc., for a total contract amount not to exceed $10,747,788, to expand the southwest portion of Central Park.
  • Awarded a construction contract to FS Contractors, Inc., for a total contract amount not to exceed $462,641, to provide the construction of new curbs, gutters, and sidewalk improvements for the Sierra Highway Sidewalks Project.
  • Approved the remittance of transitional care unit funding to Stone Creek Corporation for the construction of a 51,000 square-foot Residential Healthcare Facility, contingent upon confirmation of a Certificate of Occupancy and a State of California license to operate.
  • Conducted a public hearing and approved a third Substantial Amendment and funding recommendations to the 2020-21 Annual Action Plan for the Community Development Block Grant.

  • Proclaimed September 15, 2021, to October 15, 2021, as Hispanic Heritage Month.
  • Conducted a public hearing and adopted a resolution approving the Engineer’s Report for annexing specific parcels throughout the City into Streetlight Maintenance District, Zone B, and order levies beginning Fiscal Year 2022-23.
  • Adopted the update of the City’s Local Hazard Mitigation Plan in accordance with the Federal Disaster Mitigation Act of 2000.
  • Approved an agreement with the Santa Clarita Valley Committee on Aging in the amount of $325,000 to support home delivered meals and recreation, health, and wellness programs for seniors.
  • Awarded a construction contract to California Professional Engineering, Inc., for a total contract amount not to exceed $135,975, to enhance nighttime lighting for residents utilizing the Newhall Park and Ride program.

Highlights of action taken include:

  • Proclaimed August 2021 as Gastroparesis Awareness Month.
  • Adopted a resolution authorizing the City Manager and designees as approved agents to file applications to the California Governor’s Office of Emergency Services to obtain financial assistance relating to disasters.
  • Awarded a construction contract to Foster Construction for the Shangri-La Slope Restoration Project in a total amount not to exceed $110,000.
  • Conducted a public hearing and adopted a Tax Equity and Financial Responsibility Act resolution for the benefit of the California Institute of the Arts, approving the issuance of tax-exempt obligations by the California Municipal Finance Authority in a total amount not to exceed $40 million.
  • Approved the appointment of Don Cruikshank to fill one unscheduled vacancy on the Parks, Recreation, and Community Services Commission.
  • Appointed Councilwoman Marsha McLean as the City’s voting delegate for the 2021 League of California Cities Annual Conference.
  • Appointed Councilmember Jason Gibbs as voting delegate and designated the City Manager, Clerk and Contract Services Manager and Purchasing and Risk Administrator as the alternate voting delegates to the California Joint Powers Authority Board of Directors.

The following is the recap from the City Council meeting on Tuesday, July 13, 2021:

Highlights of action taken include:

  • Opposed Senate Bill 12, Senate Bill 262, Senate Bill 679, and Senate Bill 778.
  • Supported Senate Bill 619 and S. 1769.
  • Approved to submit recommendations to the California Citizens Redistricting Commission and Los Angeles County Citizens Redistricting Commission urging the following:
    • City of Santa Clarita be placed within only one Congressional, State Senate, State Assembly, County Supervisorial District, and Board of Equalization district and not divided among two or more districts.
    • Santa Clarita Valley be placed within only one Congressional, State Senate, State Assembly, County Supervisorial District, and Board of Equalization district and not divided among two or more districts.
    • City of Santa Clarita and Santa Clarita Valley be placed within compact districts, which should include other communities of north Los Angeles County, including the Antelope Valley, and northwest communities of the San Fernando Valley.
  • Awarded a four-year maintenance contract to HELIX Environmental Planning, Inc., for the McBean Parkway/Newhall Ranch Road Bridges Environmental Mitigation project in a total amount not to exceed $186,904.
  • Awarded a design-build contract to Landscape Structures, Inc., to design and build an inclusive play area at West Creek Park in a total amount not to exceed $1,000,000.
  • Adopted a resolution to establish a 470-foot No Overnight Parking zone on the west side of Pine Street, a 3,405-foot No Overnight Parking zone on the east side of Pine Street, and a 2,885-foot No Stopping Any Time zone on the west side of Pine Street.
  • Adopted a resolution authorizing the City to enter into a Joint Exercise Powers Agreement to form the California Municipal finance Authority’s Special Finance Agency XI, for purposes of creating workforce housing.
  • Conducted a public hearing and adopted a resolution affirming the Planning Commission’s denial of the Sand Canyon Resort project.

  • Awarded three-year contracts to Larry Walker and Associates and Tetra Tech to implement the Upper Santa Clara River Coordinated Integrated Monitoring Plan for the National Pollutant Discard Elimination System Permit compliance between the City, Los Angeles County, and Los Angeles County Flood Control District.
  • Adopted a resolution to initiate proceedings for the annexation of parcels into Streetlight Maintenance District, Zone B, and to levy assessments beginning in Fiscal Year 2022-23.
  • Awarded a contract to Truman Arnold Company for the purchase and delivery of diesel fuel for transit operations in an amount not to exceed $325,000 through December 31, 2022.
  • Adopted resolutions authorizing the City to join the California Joint Powers Authority for the City’s general liability and workers’ compensation programs.
  • Approved the Engineer’s Report for the annual levy and collections of assessments within the Open Space Preservation District for Fiscal Year 2021-22.
  • Adopted resolutions adopting the Annual Operating Budget and Capital Improvement Program for Fiscal Year 2021-22.
  • Opposed the County Division of Juvenile Justice Subcommittee plan and support Supervisor Barger’s efforts in securing an alternative juvenile facility.

  • Adopted a resolution initiating proceedings for the annual levy and collections of assessments within the Open Space Preservation District for Fiscal Year 2021-22.
  • Awarded a Professional Services Agreement to The Cultural Planning Group for the development of a need’s assessment for arts, culture and veterans in the City, for a total amount not to exceed $50,150.
  • Awarded a construction contract to Rite-Way Roof Corporation for the North Oaks Park Roof Replacement for Pool and Equipment Buildings – Phase II, Project P3025 B, for a total amount not to exceed $309,863.
  • Adopted a resolution to incorporate Senate Bill 1, Road Repair and Accountability Act of 2017, Local Streets and Roads, Road Maintenance and Rehabilitation for Fiscal Year 2021-22 into the Capital Improvement Program.
  • Approved onsite construction contract increases for the new Santa Clarita Valley Sheriff’s Station – Phase III B.
  • Opened a public hearing on the proposed Fiscal Year 2021-2022 Annual Operating Budget and Capital Improvement Program and scheduled the budget for adoption at the June 22, 2021, City Council Meeting
  • Conducted a public hearing on the Stormwater Pollution Prevention Fee for Fiscal Year 2021-22.

  • Accepted Measure H Implementation grant funding from the County of Los Angeles for the Family Promise SCV interim housing project, for an amount of $300,000.

  • Approved a five-signature letter and authorized that it be sent to the Los Angeles County Board of Supervisors, requesting support in urging the District Attorney’s Office to file sentence enhancements in the murder of Michelle Dorsey.
  • Supported Assembly Bill 1251.
  • Opposed Assembly Bill 970 and Senate Bill 621.
  • Awarded a two-year contract to American Heritage Landscape, Inc., to provide landscape maintenance services to specific Landscape Maintenance District Zones, for a total two-year amount not to exceed $213,062.
  • Adopted resolutions initiating proceedings for the annual levy of Special Districts for Fiscal Year 2021-22.
  • Adopted the City’s Fiscal Year 2021-22 Statement of Investment Policy and directed staff to submit the policy to the Association of Public Treasurers of the United States and Canada for certification.
  • Approved the 2021-22 Annual Action Plan and the second Substantial Amendment to the 2020-21 Annual Action Plan for the Community Development Block Grant and Home Investment Partnerships Act Programs.

  • Supported the following pieces of state legislation: Assembly Bill 418 and Senate Bill 520.
  • Opposed the following pieces of state legislation: Assembly Bill 989, Assembly Bill 1401, Senate Bill 378 and Senate Bill 556.
  • Conducted a second reading and adopted an ordinance amending the Henry Mayo Newhall Hospital specific plan, master plan and development agreement to include a 200,000 square-foot expansion.
  • Awarded a construction contract to Rite-Way Roof Corporation in an amount not to exceed $513,198 for the replacement of the Santa Clarita Sports Center Gymnasium roof.
  • Approved the acquisition of 132 +/- acres in the Bee Canyon area at a total cost of $1,047,000.
  • Approved one-time funding to the Santa Clarita Valley Historical Society for emergency seismic upgrades to four historic structures at Heritage Junction in an amount not to exceed $125,000.
  • Directed staff to bring two items to the City Council regarding letters related to the murder of Michelle Dorsey and UV Lighting.

April 13, 2021

Highlights of action taken include:

  •  Awarded a 14-month contract with Robinson Associates for Juvenile Intervention Team Civilian Investigator services for an amount not to exceed $70,000.
  • Awarded one-year contracts to JAS Pacific, Scott Fazekas & Associates, Interwest Consulting Group, and TRB and Associates for building plan review, building inspection, and permit-related professional services for a combined total not to exceed $1 million.
  • Approved an increase of the hourly rate of the Crossing Guard position to $18.67 per hour and Crossing Guard Lead to $20.07 to recruit and retain qualified employees to ensure the public safety near elementary schools.
  • Conducted a public hearing and passed to second reading an ordinance related to amending the Henry Mayo Newhall Hospital specific plan, master plan, and development agreement to expand the existing hospital campus by 200,000 square feet, with a modification to remove paid parking.
  • Approved one-time funding in the amount of $100,000 and authorized a one-time loan in an amount not to exceed $110,000 to Bridge to Home for costs associated with the relocation of its homeless shelter.

  • Awarded two contracts, the first contract to Motor Coach Industries for the purchase of two 45-foot compressed natural gas powered buses in an amount not to exceed $1,761,092 and the second contract to Gillig Corporation for the purchase of four 40-foot CNG buses in an amount not to exceed $2,480,000.
  • Established two passenger loading zones and six time-restricted parking stalls along the east side of Main Street fronting Newhall Crossings.
  • Awarded the construction contract to FS Contractors, Inc., for the annual concrete rehabilitation program in a total contract amount not to exceed $318,511.
  • Adopted a resolution adopting the Mitigated Negative Declaration for the proposed Sierra West Assisted Living Facility project, with architectural modifications and subject to the final Conditions of Approval.
  • Adopted a resolution certifying the MetroWalk Specific Plan Sustainable Communities Environmental Assessment and approving the development of the project, with additional restrictions.
  • Approved the Santa Clarita COVID-19 rental assistance program for low- and moderate-income residents.

February 23, 2021

The following is the recap from the City Council meeting on Tuesday, February 23, 2021:

Highlights of action taken include:

  • Opposed Senate Bill 6, unless amended, and opposed Senate Bill 9.
  • Supported the Community Power Resiliency Grant program state budget request, in an effort to mitigate Public Power Safety Shutoff events.
  • Awarded a construction contract to Toro Enterprises, Inc., in an amount not to exceed $3,041,213 to resurface Railroad Avenue, between Magic Mountain Parkway and 15th Street.
  • Appointed Council Member Gibbs as a City representative to the Santa Clara River Watershed Area Steering Committee.
  • Directed staff to implement a rental assistance program using $6.3 million in federal funds and separately, authorize the State to administer a local rental assistance program using $6.8 million in State funds.
  • Awarded a five-year contract to American Sports Entertainment Company and the Los Angeles Kings in an amount not to exceed $9,360,053 for operations of the City of Santa Clarita Ice and Entertainment Center.

The following is the recap from the City Council meeting on Tuesday, February 9, 2021:

Highlights of action taken include:

  • Proclaimed February 2021, as Black History Month.
  • Conducted a second reading and adopted an ordinance authorizing the levy of special taxes within Community Facilities District No. 2020-1.
  • Awarded a contract to Creative Bus Sales to purchase and install protection barriers for the City’s fleet of cutaway buses in an amount not to exceed $47,876.
  • Awarded a contract to Paradigm Environmental, Inc., to update the Upper Santa Clara River Enhanced Watershed Management Program and Reasonable Assurance Analysis, to remain in compliance with the National Pollutant Discharge Elimination Permit.
  • Awarded the design-build contract to Air & Lube Systems, Inc., to replace the two existing in-ground lift systems and chassis wash lift system at the Transit Maintenance Facility, in an amount not to exceed $624,207.
  • Appointed Council Member Marsha McLean as a City Delegate and Mayor Bill Miranda as an Alternate Representative to the 2021 Southern California Association of Governments’ General Assembly.
  • Discussed the Los Angeles County Metropolitan Authority Traffic Reduction Study, to determine the feasibility of a congestion pricing program in Los Angeles County, and directed staff to oppose traffic congestion pricing concepts or programs.

Highlights of action taken include:

  • Conducted a second reading and adopted an ordinance to provide for the regulation of Accessory Dwelling Units, as required by state law.
  • Awarded a professional services agreement to 4LEAF, Inc. to update the City’s Housing Element, Safety Element, and associated CEQA review in an amount not to exceed $287,916.
  • Awarded the design contract to Kimley-Horn and Associates, Inc., for the Traffic Signal and Fiber Optic Interconnect, Copper Hill Drive and Deer Spring Drive Project, in an amount not to exceed $65,000.
  • Approved the Fund Transfer Agreement from Los Angeles County to accept regional watershed funds through the Safe Clean Water Measure W Parcel Tax.
  • Approved the 2021 Community Services and Arts Grants Committee’s Program funding in an amount not to exceed $180,000.
  • Approved the 2021 Homeless Innovation Fund Grant recommendations in an amount not to exceed $126,493.
  • Approved changes to the City Council Committee Appointments for 2021.

The following is the recap from the City Council meeting on Tuesday, January 12, 2021:

Highlights of action taken include:

  • Proclaimed January 18, 2021, as Martin Luther King Jr. Day in the City of Santa Clarita.
  • Accepted the Fiscal Year 2020-21 Citizens’ Option for Public Safety Grant in the amount of $337,132 from the Los Angeles County Audit-Controller to continue funding the Career Offenders Burglary, Robbery, and Assault (COBRA) Team.
  • Awarded the design contract to Psomas for the 2020-21 Transit Maintenance Facility Upgrades and Equipment Replacement in an amount not to exceed $115,869.
  • Reviewed and considered the conceptual design for a project at Central Park, developed to memorialize the victims of the November 14, 2019, incident at Saugus High School.
  • Discussed the naming of real property located adjacent to the City-owned Newhall Pass Open Space, and the future open space trailhead in the Tesoro area in honor of Santa Clarita resident and community leader Dennis Koontz.
